RTAs框架下印度服务贸易自由化分析与评估

【摘要】：目前,世界上越来越多的国家都在积极与其他国家缔结区域贸易协议,这是促进经济全球化的一个重要推动力,是当今世界贸易发展的显著特征,并且很多国家己参与多个区域贸易安排。1995年签订的具有多边性质的GATS,是对全球服务贸易飞速发展的回应,标志着多边贸易体制谈判已经涉及到服务贸易领域,这也是乌拉圭回合谈判的重要成果。GATS的第五条,即“经济一体化”条款对区域贸易协定做了详细规定,相对于非协定国而言,允许在区域贸易协定国之间提供更优惠的开放承诺,这一条款的规定使得越来越多的国家在服务贸易多边谈判进展不大、而服务贸易迅速发展的大环境下,积极推进区域服务贸易自由化。印度产业结构中的服务业发展很快,为顺应国际趋势,印度高度重视并积极开展服务贸易区域协议的谈判,推进服务贸易自由化。本文先对服务贸易自由化相关理论、印度服务贸易自由化的现状以及印度积极推动RTAs的动因入手进行分析;然后运用改良的Hoekman频度指标对印度现阶段的已经签订并实施的四个服务贸易协定中的承诺表进行频度测量;接着运用引力模型对印度-新加坡签订的区域服务贸易协定的静态效应进行研究,分析印度区域服务贸易自由化的影响;最后通过前文的分析总结印度区域服务贸易自由化的特点、经验。本文主要有三个创新点:(1)全面分析了印度现阶段缔结的RTAs,对印度区域服务贸易政策的演进和发展进行了梳理,并在此基础上,对印度区域服务贸易协定的特点进行了重点分析;(2)首次运用改良的频度测量法对印度区域服务贸易协定的具体承诺减让表进行统计分析,测量印度服务贸易开放度水平;(3)运用引力模型对印度的11个服务贸易伙伴国的数据进行分析,通过分析印度-新加坡区域服务贸易合作的贸易创造和贸易转移效应,研究印度缔结RTAs的影响,从而使得理论与实践相结合。
[Abstract]:At present, more and more countries in the world are actively concluding regional trade agreements with other countries, which is an important driving force in promoting economic globalization and a prominent feature of the development of world trade today. And many countries have already participated in many regional trade arrangements. The multilateral GATS signed in 1995 is a response to the rapid development of global trade in services, indicating that the multilateral trading system negotiations have been involved in the field of trade in services. This is also an important outcome of the Uruguay Round negotiations. Article V of GATS, namely, the "economic integration" clause, provides in detail for regional trade agreements, as opposed to non-agreement States, Allowing for more favourable open commitments between RTAs, a provision that has resulted in a growing number of countries making little progress in multilateral negotiations on trade in services and the rapid development of trade in services, We will actively promote the liberalization of regional service trade. In order to conform to the international trend, India attaches great importance to the negotiation of regional agreements on service trade and promotes the liberalization of service trade. This paper first analyzes the relevant theories of service trade liberalization, the current situation of India's service trade liberalization and the motivation of India's active promotion of RTAs. Then the modified Hoekman frequency index is used to measure the frequency of the commitments in the four trade in services agreements that India has signed and implemented at the present stage. Secondly, the static effect of the regional service trade agreement between India and Singapore is studied by using the gravity model, and the impact of the liberalization of India's regional service trade is analyzed. Finally, the paper summarizes the characteristics and experiences of India's regional service trade liberalization. There are three main innovations in this paper: (1) this paper comprehensively analyzes the RTAss concluded by India at the present stage, combs the evolution and development of India's regional service trade policy, and on this basis, The characteristics of India's regional trade in services agreements (RTAs) are analyzed in detail. (2) the modified frequency measurement method is used for the first time to analyze the specific commitments of the RTAs. (3) using gravity model to analyze the data of India's 11 service trade partners, and analyzing the trade creation and trade transfer effect of India-Singapore regional service trade cooperation. This paper studies the influence of RTAs in India, which combines theory with practice.
