废弃电器电子产品回收体系运营机制研究
[Abstract]:Since the implementation of the recycling fund system for waste electrical and electronic products in China, Through investigation and analysis of the development of waste electrical and electronic products recycling industry, it is found that the implementation of waste electrical and electronic products recycling fund system makes the recycling and processing of waste electrical and electronic products gradually move towards marketization. The direction of industrialization development. However, the problems of rising recovery price, disassembling non-standard, single recycling products and dealing with the losses of enterprises hinder the development of recycling treatment industry of waste electrical and electronic products again. In order to develop the industry, it is necessary to explore the operational mechanism of recycling system of waste electrical and electronic products suitable for China's national conditions. This paper qualitatively analyzes and compares the recycling system of waste electrical and electronic products in developed countries, and systematically generalizes the general situation of the development of the industry of waste electrical and electronic products in our country and the relevant management system and regulations. It provides experience and theoretical basis for the establishment of recycling system of waste electrical and electronic products in China. The operation mechanism of waste electrical and electronic product recovery system in China is studied by using system dynamics, and the causality circuit diagram and stock flow chart of "recovery and treatment system of waste electrical and electronic products in China" are drawn. The recycling system of waste air conditioning in Qingdao is simulated. The effects of the subsidy standard of waste electrical and electronic products recovery fund and the investment cost of building large sorting center on the recovery of waste electrical and electronic products are analyzed by simulation. The following conclusions and policy suggestions are drawn: the current subsidy standard of the waste electrical and electronic products recycling fund to the room air conditioner is not enough to improve the competitive advantage of the regular recycling and processing enterprises in the recovery price. Therefore, it is necessary to raise the subsidy standard for room air conditioners, and the simulation results are about 100 yuan per unit; aiming at the advantages of flexible recycling channels for informal recycling guerrillas at present, a good mass base, and low recovery costs, etc. Formal recycling companies can integrate informal recycling guerrillas by investing in large sorting centres, mainly by providing them with low-cost source information (telephone), or by providing them with sites with lower rents. Therefore, small vendors are attracted to send the recycled electrical and electronic products into the sorting center of the formal recycling and processing enterprises, so that the informal recycling guerrillas become an important recycling channel for the formal recycling and processing enterprises.
