日本与东盟各国间EPA的经济效果分析

【摘要】:进入21世纪之后,日本开始积极签订推动双边自由贸易协定战略。除了传统FTA(自由贸易协定)中有关于贸易方面的议题以外,日本推出了包括投资,人员流动,知识产权保护等议题在内的EPA(经济合作协议)战略。日本至今已签署的EPA对象国中东盟国家占有重要地位。进入21世纪后日本相继与新加坡,马来西亚,泰国,印度尼西亚,文莱,菲律宾,越南签订了双边EPA。除了双边自由贸易协定之外,日本与东盟整体也签署了EPA。除此以外,近年来广泛受到关注的有多国参与的区域自由贸易协定TPP、RCEP中,日本与东盟国家也有参与。通过这些自由贸易协定,日本与东盟以及东盟国家之间的经济与贸易关系变得更加紧密。正是基于这样的背景,本论文尝试通过追踪2000年至2015年日本与东盟之间贸易与投资等数据,来分析日本与东盟各国签署的EPA的经济效果及影响。首先,本论文从贸易相关议题方面考察日本与东盟之间的EPA经济效果,主要从货物贸易、服务贸易、原产地规则三个主要方面进行考察。货物贸易方面,本文将从日本与东盟各国间贸易额、出口以及进口的变化来分析日本与东盟各国的EPA是否产生了贸易创造效果。服务贸易方面,论文从日本与东盟的贸易收支情况来分析EPA生效后的经济效果。最后,从各个EPA条款对原产地规则的规定来看这项议题给日本与东盟间贸易带来的影响。接下来,从非贸易相关议题来分析日本与东盟之间EPA的经济效果,分别从投资、知识产权、以及两国间经济合作三方面进行考察。首先通过日本对东盟国家直接投资情况来分析EPA所产生的投资促进效果,然后从知识产权保护方面思考EPA所可能产生的经济效应,最后从双边经济合作的角度来看日本与东盟各国EPA所产生的效果。本论文的考察与分析发现对于日本而言由于东盟现有的市场规模所限,EPA对日本产生的经济效益相对有限,日本在与东盟国家的EPA中更重视的是非贸易议题等领域。从经济的角度看,日本今后需要更多参与其主要贸易伙伴所在的亚太区域内有多国参与的自由贸易框架。
[Abstract]:After entering the 21 st century, Japan began to sign and promote bilateral free trade agreement strategy. In addition to the traditional FTA (Free Trade Agreement) on trade issues, Japan launched the EPA (Economic Cooperation Agreement) strategy, including investment, mobility of people, intellectual property protection and other issues. So far, Japan has signed the EPA target country-Central-ASEAN countries occupy an important position. In the 21st century, Japan has signed bilateral EPA. with Singapore, Malaysia, Thailand, Indonesia, Brunei, Philippines and Vietnam. In addition to the bilateral free trade agreement, Japan and ASEAN as a whole also signed the EPA. In addition, Japan and ASEAN countries are also involved in the regional free trade agreement (TPP,RCEP), which has attracted much attention in recent years. Through these free trade agreements, Japan's economic and trade ties with ASEAN and ASEAN countries have become closer. Based on this background, this paper attempts to analyze the economic effect and impact of the EPA signed by Japan and ASEAN countries by tracking the trade and investment data between Japan and ASEAN from 2000 to 2015. First of all, this paper examines the EPA economic effects between Japan and ASEAN from the aspects of trade-related issues, mainly from three main aspects: trade in goods, trade in services and rules of origin. In terms of trade in goods, this paper will analyze whether the EPA between Japan and ASEAN countries has produced trade creation effect from the changes of trade volume, export and import between Japan and ASEAN countries. In the aspect of trade in services, the paper analyzes the economic effect of EPA from the trade balance between Japan and ASEAN. Finally, the impact of this issue on the trade between Japan and ASEAN is discussed in terms of the rules of origin of the various EPA clauses. Then, the economic effects of EPA between Japan and ASEAN are analyzed from non-trade related issues, including investment, intellectual property rights and economic cooperation between the two countries. First of all, the paper analyzes the investment promotion effect of EPA from Japan's direct investment in ASEAN countries, and then considers the possible economic effect of EPA from the aspect of intellectual property protection. Finally, from the perspective of bilateral economic cooperation, Japan and ASEAN countries EPA effect. The investigation and analysis of this thesis found that for Japan, due to the limited market size of ASEAN, the economic benefits of EPA to Japan are relatively limited, and Japan pays more attention to the non-trade issues in the EPA with ASEAN countries. From an economic point of view, Japan needs to become more involved in a multi-country free trade framework in the Asia-Pacific region, where its major trading partners are located.
