LY国际技术转移中心管理运行机制研究

【摘要】:我国国际科技合作已经进入增速提质的发展新阶段。企业通过与国外技术先进机构开展技术入股、技术引进、人才引进、联合研发等模式的国际科技合作,实现技术升级和创新发展。为促进国际科技合作纵深发展,科技部自2007年启动国家国际科技合作基地建设(国际技术转移中心为基地形式之一),实施“项目—基地—人才”一体化发展战略,以国际科技合作项目为抓手,搭建技术创新公共服务平台,整合和利用国际国内创新资源,服务推进企业技术改造升级和创新能力培育,建立风险共担、合作共赢的产学研合作机制,完善区域科技创新体系,发挥科技创新驱动经济社会发展效能。国际技术转移中心经过短短几年快速发展,无论在数量、规模还是在管理机制建设上都取得很大的进步,服务内容从单一的技术中介,发展到覆盖技术转移全过程的增值服务,更广范围更深层次地服务企业创新,在科技创新体系中发挥着重要作用。但是与西方发达国家相比,中心发展仍存在机制建设、创新资源配置优化度和利用率、服务质量、人员综合素质和能力等方面的问题,制约了科技成果转化为生产力的效率,也影响了科技创新体系支撑服务企业创新发展效能的发挥。本文研究了国内外较成功的技术转移机构运行的先进做法,结合LY中心实际,找出中心发展的不足之处。从中心技术转移服务与企业需求匹配度出发,将企业在不同阶段知识、服务需求与中心服务机制发挥进行比对,找出服务“缺位”及不适应需求之处,从组织结构、人力资源、创新资源质量、服务机制等方面开展分析研究,深入中心管理机制寻找问题原因,探索设计支撑中心可持续发展的管理运行“LY模式”,目的是提升中心服务质量和水平,更好地促进中心市场化运作。本文从技术转移理论、市场化运作相关理论研究入手,以样本实践为出发点,用理论指导实践,丰富理论。通过研究技术扩散、技术市场、中介作用机理等理论,把企业技术转移流程划分阶段,并以其为横向坐标,用创新价值链理论,分析各阶段价值增值环节,明确中心服务要以技术价值增值为切入点,提供知识服务、技术经纪服务等,降低交易成本,防范各环节风险,保障先进技术顺利转移转化;基于创新系统理论,分析中心在技术创新系统中的重要作用——搭建技术供方和需求方及其他各参与方沟通合作、信息交流的桥梁,构建产学研协同创新机制,为企业的技术转移活动提供社会环境、政策支持服务,构建互利共赢的长效合作局面。本文认为转移中心市场化运作重点在于商业模式的构建。在案例分析和理论研究基础上,以优化中心技术转移服务机制和管理运作机制为目标,从市场化商业模式四要素——客户价值主张、盈利模式、关键资源、关键流程入手,对中心在四要素方面不足之处进行逐一分析并提出改进方案,探索建立动态能力强的组织机构模式、人力资源模式、盈利模式、技术服务机制及实施保障机制,总结形成支撑中心可持续发展的管理运行“LY模式”。同时,通过本文研究,为科技服务机构建设和政府构建科技创新体系提供操作性强的改进策略和政策建议。
[Abstract]:China's international scientific and technological cooperation has entered a new stage of the development of speed-increasing. The enterprise realizes technological upgrading and innovative development through international scientific and technological cooperation with foreign technical advanced institutions, such as technology investment, technology introduction, talent introduction, joint R & D and other modes. In order to promote the development of international scientific and technological cooperation, the Ministry of Science and Technology launched the construction of the National International Scientific and Technological Cooperation Base in 2007 (one of the basic forms of the International Technology Transfer Center), and implemented "Project Hope Base Talents" The integrated development strategy, taking the international scientific and technological cooperation project as the grip, sets up the technical innovation public service platform, integrates and makes use of the international domestic innovation resources and services to promote the transformation and upgrading of the enterprise's technical transformation and the cultivation of innovation capability, and establishes the cooperation mechanism of the industry-research and research cooperation which has the advantages of shared risk and win-win cooperation. Perfect regional science and technology innovation system, give play to science and technology innovation to drive economic and social development effectiveness. After a few years of rapid development, the Center for International Technology Transfer has made great progress in the construction of management mechanism, and the service content is transferred from a single technology intermediary to the value-added service covering the whole process of technology transfer. More extensive scope of service enterprise innovation plays an important role in science and technology innovation system. However, compared with the western developed countries, the central development still has the problems of mechanism construction, innovation resource allocation optimization degree and utilization rate, quality of service, comprehensive quality and capability of personnel, etc., which restrict the efficiency of transformation of scientific and technological achievements into productive forces. It also influences the innovation development efficiency of support services enterprises of science and technology innovation system. This paper studies the advanced practice of the operation of the successful technology transfer mechanism at home and abroad, and points out the deficiency of the center development in combination with the reality of the LY center. Providing knowledge services, technology brokerage services, etc., reducing transaction costs, preventing each link risk and ensuring smooth transfer of advanced technologies; based on the theory of innovation system, the analysis center plays an important role in the technological innovation system, establishes the bridge of communication and cooperation between the technical supplier and the demander and other participants, bridges the information exchange, constructs the research and research cooperative innovation mechanism, provides the social environment and the policy support service for the technical transfer activities of the enterprise, To build a long-term cooperative situation of mutual benefit and win-win. This paper holds that the marketization operation of transfer center lies in the construction of business model. On the basis of case analysis and theoretical research, with the aim of optimizing central technology transfer service mechanism and management operation mechanism, starting with four elements of market-oriented business model _ client value proposition, profit model, key resource and key process, This paper analyzes and puts forward improvement plan one by one on the deficiency of four factors in the center, and explores the organization model, human resource model, profit pattern, technical service mechanism and implementation mechanism of establishing dynamic capability, and summarizes the management and operation of the sustainable development of the supporting center."
