供澳食品农产品检验检疫流程中风险管理研究

【摘要】:由于澳门没有农产品种植养殖基地,自澳门回归以来,澳门的绝大部分食品农产品都需要由内地供应。现代社会工业化的快速发展给环境和农产品带来了巨大的污染,国内外频发的食品安全事件也使得世界各国对食品农产品质量安全给予了高度的关注。珠海是内地供应澳门食品农产品的唯一陆路通道,珠海检验检疫局承担着供澳食品农产品检验检疫工作,供澳食品农产品安全关系到澳门市民的身体健康和澳门经济社会的稳定。供澳食品农产品检验检疫工作是对供澳食品农产品从生产到加工的全过程监管。本文以风险管理为切入点,将供澳食品农产品检验检疫工作中各个环节存在的风险要素整理归纳,形成供澳食品农产品检验检疫风险故障树,并对故障树进行定性分析。运用模糊综合评价方法,采用专家打分的方式,对供澳食品农产业检验检疫工作各环节风险进行定量分析。经过分析,得出供澳食品农产品检验检疫工作处于较高风险水平,确定出影响供澳食品农产业检验检疫安全的关键环节为生产加工环节,风险控制的重点应该放在控制生产环节风险和加工环节风险的管理工作上。结合珠海地区实际,建立珠海地区供澳食品农产品风险管理体系。明确了以“源头能控制,过程可追溯,质量有保证”的风险管理战略方向,从严格实行生产加工企业注册登记制度等四个方面阐述了珠海出入境检验检疫局在保障供澳食品农产品质量安全工作中所作出的严格监管手段和创新工作作法。
[Abstract]:Since Macao does not have a farming base for agricultural products, the vast majority of Macau's food products have to be supplied from the mainland since the handover. The rapid development of industrialization in modern society has brought enormous pollution to the environment and agricultural products. The frequent food safety incidents at home and abroad have also made the world pay great attention to the quality and safety of food and agricultural products. Zhuhai is the only land route for the supply of food and agricultural products to Macao in the mainland. The Zhuhai Inspection and Quarantine Bureau undertakes inspection and quarantine work for food and agricultural products in Macao. The safety of food and agricultural products for Macao is related to the health of Macao citizens and the stability of Macao's economy and society. The inspection and quarantine of food products for Australia is the supervision of the whole process from production to processing. In this paper, risk management is taken as the starting point, the risk factors in each link in the inspection and quarantine work of food products in Australia are summarized, and the fault tree of inspection and quarantine of food products for Australia is formed, and the fault tree is qualitatively analyzed. The fuzzy comprehensive evaluation method was used to quantitatively analyze the risks in the inspection and quarantine work of food industry in Australia by using the method of expert scoring. After analysis, it is concluded that the inspection and quarantine work of food products for Australia is at a relatively high risk level, and the key link affecting the inspection and quarantine safety of food supply agriculture industry in Australia is the production and processing link. Risk control should focus on the management of production risk and processing risk. Based on the actual situation in Zhuhai, the risk management system of food and agricultural products supplied to Australia in Zhuhai area is established. The strategic direction of risk management is defined as "the source can be controlled, the process can be traced back, and the quality is guaranteed." From four aspects of strictly implementing the registration system of production and processing enterprises, this paper expounds the strict means of supervision and innovative working practices made by Zhuhai Entry-Exit Inspection and Quarantine Bureau in ensuring the quality and safety of food and agricultural products supplied to Australia.
