公共品视角下农业政策性金融供给模式的研究

【摘要】：我国作为一个人口大国,粮食安全不仅关系到经济发展,更与社会稳定息息相关。事实上,国家一直重视粮食的安全,自上个世纪八十年代以来,中央一直持续关注三农问题。但是,由于我国长期以农业支持工业,客观上造成了农业基础薄弱的现实。另外,农业生产本身具有分散性和收益不稳定性的特点,这种固有的缺陷难以依靠农民自身解决,也难以依靠市场经济调控,必须依靠国家财政给予专项的资金支持,也就是农业政策性金融。目前,农业政策性金融发展所面临的最大问题就是供给不足,考虑到这一现实情况,本文立足于农业政策性金融的供给问题,并从公共品视角出发,为农业政策性金融的供给模式提出一些可供参考的政策建议。全文按照以下思路深入展开。为了研究公共品视角下农业政策性金融提供方式,本文首先对农业政策性金融供给模式现有的研究成果进行梳理,包括农业政策性金融存在的必要性、农业政策性金融发展现状和改革方向、农业政策性金融现有供给模式及发展趋势三大方面,并结合国内外的文献成果,分析农业政策性金融供给模式的动态发展。然后,对农业政策性金融的公共品属性进行理论分析,结合公共品相关的基本理论,得出农业政策性金融具有的政策性、部分非排他性、部分非竞争性、正外部性、非营利性等五大公共品属性。随后在理论基础与西方国家的发展历程之上,着重介绍了我国农业政策性金融体系及其当前的发展现状。之后,在理论分析的基础上,本文从农业政策性金融供给主体、供给方式、供给持续性和供给环境四个方面出发,具体阐述我国农业政策性金融供给侧所面临的机遇与挑战,并从内部和外部两方面详细分析了农业政策性金融供给模式的深化改革。最后,在前文的理论分析及农业政策性金融供给模式的基础上,从公共品视角出发,针对农业政策性金融供给不足的问题,从创新政策性金融供给模式和外部环境创造两方面出发,在创新政策性金融方面提出了加强与商业性金融的合作、加强与合作金融的合作、构建新型农村金融组织、完善农业政策性保险体系、明确农业政策性金融职能定位、建立持续发展的融资机制、借鉴BOT等项目融资模式共七条政策建议;而在外部环境创造方面提出了完善法律体系、管控信用风险、加强金融监管三条政策建议。以上政策建议对保障农业政策性金融这一公共品的充分供给,保证新农村建设的资金供应,加大农业支持力度,实现农村经济的发展,促进农民收入的增加,实现我国2020年小康社会宏伟目标和三农问题的进一步解决都有着十分重要的参考意义。
[Abstract]:As a populous country, food security is not only related to economic development, but also closely related to social stability. In fact, the country has always attached importance to food security, since -20s. The central government has been paying close attention to the problems of agriculture, rural areas and farmers. However, due to the long-term agricultural support industry in China, the reality of the weak agricultural foundation has been objectively created. Agricultural production itself has the characteristics of dispersion and income instability, this inherent defect is difficult to rely on farmers themselves, also difficult to rely on market economy control, must rely on the state finance to give special financial support. At present, the biggest problem in the development of agricultural policy finance is the shortage of supply. Considering this reality, this paper is based on the supply of agricultural policy finance. And from the perspective of public goods. For the supply mode of agricultural policy-oriented finance some policy suggestions for reference. The full text is carried out in depth according to the following train of thought. In order to study the public goods perspective agricultural policy-oriented finance provides ways. In this paper, the agricultural policy finance supply model of the existing research results, including the necessity of the existence of agricultural policy finance, the development of agricultural policy finance and the direction of reform. The present supply mode and development trend of agricultural policy finance are analyzed in three aspects, and the dynamic development of agricultural policy finance supply mode is analyzed in combination with the domestic and foreign literature results. Through the theoretical analysis of the public goods attribute of agricultural policy finance, combining with the basic theory of public goods, this paper draws the conclusion that agricultural policy finance has policy, part non-exclusive, part non-competitive, positive externality. Then on the basis of the theory and the development course of the western countries, the paper introduces the agricultural policy-oriented financial system and its current development status. On the basis of theoretical analysis, this paper starts from four aspects: the main body of agricultural policy-oriented finance, the mode of supply, the sustainability of supply and the environment of supply. This paper expounds the opportunities and challenges facing the supply side of agricultural policy-oriented finance in China, and analyzes in detail the deepening reform of the supply mode of agricultural policy-oriented finance from the internal and external aspects. On the basis of the above theoretical analysis and the supply mode of agricultural policy-oriented finance, this paper aims at the shortage of agricultural policy-oriented finance from the perspective of public goods. From the two aspects of innovating the supply mode of policy-oriented finance and creating the external environment, this paper puts forward to strengthen the cooperation with commercial finance and strengthen the cooperation with cooperative finance in the aspect of innovating policy-oriented finance. Constructing new rural financial organizations, perfecting the agricultural policy insurance system, defining the function of agricultural policy finance, establishing the financing mechanism of sustainable development, drawing lessons from BOT and other project financing mode, there are seven policy recommendations; In the aspect of creating the external environment, the author puts forward three policy recommendations: perfect the legal system, control the credit risk and strengthen the financial supervision. The above policy advice is sufficient to guarantee the agricultural policy-oriented finance as a public good. Guarantee the new rural construction of funds supply, increase agricultural support, realize the development of rural economy, promote the increase of farmers' income. It is of great significance to realize the grand goal of a well-off society in 2020 and to solve the problems of agriculture, countryside and farmers.
