【摘要】：特朗普在总统竞选及当选总统之后多次表示将要放松金融监管,废除《多德-弗兰克法案》。《多德-弗兰克法案》被认为是20世纪30年代以来美国最为严格的金融监管法案,也是2008年次贷危机之后美国金融监管改革的基础。自2010年国会通过并由奥巴马签署以来,法案至今已经落实了70%以上。法案签署之后美国金融市场表现证明了法案所起到的积极作用。因此,特朗普要求修改法案的理由并不全部成立。法案维护了金融市场的稳定性,同时,由于有些条款的设置不够细化,造成美国银行业的马太效应,与法案的初衷相悖。综合来看,法案虽然有缺陷,但废除难度较大,条款有修改的可能性。
[Abstract]:Mr . Trump has repeatedly expressed his intention to loosen financial regulation after the presidential campaign and his election as the foundation of the US financial regulatory reform since the adoption of the bill and signed by Mr . Obama . The bill , which has been passed and signed by Mr . Obama , has so far implemented the positive role of the bill . As a result , Mr . Trump ' s request to amend the bill has so far been implemented . The bill maintains stability in the financial market . At the same time , it is contrary to the original intention of the bill . As a result , the bill has flaws , but the repeal is more difficult and the terms have the possibility of modification .
