西安建设丝绸之路经济带金融中心的政府作用研究

【摘要】：金融中心的壮大与发展,可以推动金融中心本身和周边经济的持续快速增长,为地区及国家带来更大的经济和社会效益,因而各国家、地区竞相建设金融中心。发展中国家因经济基础较为薄弱,金融中心的发展模式更趋向于政府主导。西安作为新欧亚大陆桥中段重要枢纽城市,丝绸之路经济带战略构想的提出为大力推进金融中心的发展提供良好契机,政府应抓住这一重大机遇所赋予的区位及资源优势,带动经济实现跨越式提升,推进金融中心的进一步发展,将其建设成为高度开放并与国际金融市场接轨的丝绸之路经济带金融中心。本文基于丝绸之路经济带的机遇背景,对西安丝绸之路经济带金融中心形成发展过程中的政府作用进行分析。在研究方法上,采用定性与定量相结合的方法,对西安及其他6个样本城市进行实证分析,明确了西安丝绸之路经济带金融中心竞争力的综合排名,为西安丝绸之路经济带金融中心建设的目标定位提供现实依据。从西安丝绸之路经济带金融中心的竞争力现状出发,分析政府作用的不足及原因。在充分借鉴了国内外金融中心建设中政府作用经验的基础上,最终从规划、推动、监管和服务四个方面阐述了在西安丝绸之路经济带金融中心形成发展中的政府作用,为政府推动西安丝绸之路经济带金融中心的建设提供参考,并进一步丰富金融中心建设中政府作用的相关理论研究。
[Abstract]:The growth and development of financial centres can promote the sustained and rapid growth of the financial centres themselves and the surrounding economies, and bring greater economic and social benefits to the regions and countries. The developing countries have a weak economic base, and the development model of the financial center tends to be led by the government. Xi'an is an important hub city in the middle section of the new Eurasian continental bridge. The strategic conception of the Silk Road economic belt provides a good opportunity for vigorously promoting the development of financial center. The government should seize the advantage of location and resources given by this important opportunity, and promote the economy to realize leapfrog promotion. Promote the further development of the financial center and build it into a financial center of the Silk Road Economic Belt which is highly open and in line with the international financial market. This paper analyzes the role of government in the process of the formation and development of Xi'an Silk Road economic belt financial center. In terms of research methods, the paper makes an empirical analysis of Xi'an and other six sample cities by combining qualitative and quantitative methods. The comprehensive ranking of the competitiveness of the financial center of Xi'an Silk Road Economic Belt is made clear, which provides a realistic basis for the target orientation of the construction of the Xi'an Silk Road Economic Belt Financial Center, starting from the present competitive power of the Xi'an Silk Road Economic Belt Financial Center. On the basis of drawing lessons from the experience of the government in the construction of the financial center at home and abroad, finally, from the perspective of planning and promoting, the paper analyzes the deficiency and reasons of the government's role in the construction of the financial center. Four aspects of supervision and service expounded the role of the government in the formation and development of the financial center of the Xi'an Silk Road Economic Belt, which provided a reference for the government to promote the construction of the financial center of the Xi'an Silk Road Economic Belt. And further enrich the financial center construction of the role of the relevant theoretical research.
