山西省金融发展对碳排放的影响研究

【摘要】:近年来,全球变暖问题日益突出,其中碳减排是缓解全球变暖问题的重要途径。各国对此问题达成共识,通力合作,并且不断致力于节能减排工作,为全球性面临的气候问题作出贡献。我国更是高度重视并且积极采取应对措施,大力倡导节能减排,将其落到实处;主动缔约《联合国气候变化框架公约》和《京都议定书》,努力推动碳减排的实施,在哥本哈根气候变化会议上,中国号召各国携手遏制气候变暖的趋势。作为碳排放量大省,山西省碳减排的任务艰巨。依托得天独厚的的自然资源优势,山西历来将煤炭行业作为经济发展的支柱产业,向全国各地乃至国外输出煤炭资源,对山西经济发展起着举足轻重的作用。但是,煤炭产业的发展也会带来负外部性,造成环境污染、碳排放量的增加和资源耗竭等问题。当下山西面临经济发展困境,产业结构优化升级势在必行,打破原有的煤炭产业作为经济发展支柱的格局,重视环境污染带来的一系列负面影响,将节能减排等落到实处,努力破除发展瓶颈。金融产业为促进产业结构调整提供强大的资金后盾,金融的发展一方面能够促进经济的繁荣,保持市场和企业的活力,在某种程度上也会刺激碳排放量的增加。但另一方面也为研发碳减排技术提供资金,促进科技进步,减少碳排放流量的增加,所以理清金融发展和碳排放之间的关系极为必要,能够为山西省作出经济决策提供依据。本文就山西金省融发展对碳排放的影响依次进行理论和实证分析。第一,金融通过调整产业结构、推动技术进步、改变生产规模和消费需求的路径来影响二氧化碳的排放量。金融行业的发展为技术创新提供资金支持,改进碳减排技术,从而降低二氧化碳排放量,同时金融行业为产业结构转型升级提供强大的动力,降低第二产业的比重,进而推动碳减排的实现,此外,金融发展刺激企业扩大生产规模,消费者增加消费需求,导致对能耗产品需求的增加,增加二氧化碳排放。第二,实证方面,本文根据山西省1996-2016年的数据,创新性地将金融相关比率和金融效率作为综合衡量金融发展的指标,通过时间序列计量模型考察了山西省金融发展对碳排放的影响,并且运用状态空间模型评价碳排放对各种影响因素的敏感程度,结论表明碳排放量与金融相关率呈反向相关的关系,与金融效率呈正向相关关系。据此,本文提出了减少碳排放的相关建议,为山西省政府作出相关的政策提供依据和建议。
[Abstract]:In recent years, the problem of global warming has become increasingly prominent, among which carbon abatement is an important way to alleviate global warming. To contribute to the global climate problem. China attaches great importance to and actively take measures to promote energy conservation and emission reduction, put it into practice; Taking the initiative to conclude the United Nations Framework Convention on Climate change and the Kyoto Protocol, and to work hard to promote the implementation of carbon abatement. At the Copenhagen Climate change Conference, China called on countries to work together to curb the trend of climate change. The task of reducing carbon emissions in Shanxi Province is arduous. Relying on its unique natural resource advantages, Shanxi has always regarded the coal industry as a pillar industry for economic development, exporting coal resources to all parts of the country and even abroad. However, the development of the coal industry will also bring negative externalities, resulting in environmental pollution, increasing carbon emissions and resource depletion. It is imperative to optimize and upgrade the industrial structure, break the original pattern of coal industry as the pillar of economic development, attach importance to a series of negative effects brought by environmental pollution, and implement energy saving and emission reduction. Financial industry provides strong financial backing for promoting industrial restructuring. On the one hand, financial development can promote economic prosperity and maintain the vitality of markets and enterprises. To some extent, it also stimulates the increase in carbon emissions. But on the other hand, it also provides funds for the development of carbon abatement technologies, promotes scientific and technological progress, and reduces the increase in carbon emissions, so it is extremely necessary to clarify the relationship between financial development and carbon emissions. This paper makes a theoretical and empirical analysis on the impact of Shanxi's Jinrong development on carbon emissions. First, finance promotes technological progress by adjusting the industrial structure. The development of the financial industry has provided financial support for technological innovation and improved carbon abatement technologies to reduce carbon dioxide emissions. At the same time, the financial industry provides a powerful impetus for the transformation and upgrading of the industrial structure, reduces the proportion of the secondary industry, and then promotes the realization of carbon abatement. In addition, financial development stimulates enterprises to expand their production scale and consumers increase their consumption demand. As a result of increasing demand for energy consumption products and increasing carbon dioxide emissions. Secondly, according to the data of Shanxi Province from 1996 to 2016, this paper innovatively regards financial correlation ratio and financial efficiency as comprehensive indicators to measure financial development. The effects of financial development on carbon emissions in Shanxi Province were investigated by time series econometric model, and the sensitivity of carbon emissions to various influencing factors was evaluated by state space model. The conclusion shows that the carbon emissions are inversely correlated with the financial correlation rate and positively correlated with the financial efficiency. Accordingly, this paper puts forward the relevant suggestions for reducing carbon emissions, which provides the basis and suggestions for the Shanxi Provincial Government to make relevant policies.
