南京国民政府“废两改元”的币值因素——从法文化视角的考察

【摘要】：南京国民政府初期银两和银元并用的格局蕴含着稳定币值的机制。在两种主币之间由银两锚定银元,而银两的币值取决于市场价格,这样货币市场就有了相对稳定的基础。在这一格局内,逐步形成了银元取代银两的情势,为“废两改元”的质变节点的到来做好了准备。“废两改元”则进一步克服了“两元并用”之弊,去除银两和银元之间比价波动的可能,于“稳定币值”这一币制改革的核心使命有了进一步的发展。“废两改元”作为法币改革的前奏和准备,通过在银本位制框架内废除足值货币银两而保留虚值货币银元,对币值进行稀释,向着不兑现货币体系——法币体系做出了过渡性安排,通过废除银两在法律和事实两方面的地位,排除了银两作为银元的币值参照物的存在,使得在此后的法币改革中法币作为不兑现纸币得以顺利流通。
[Abstract]:In the early days of the Nanjing National Government, the combination of silver and silver contained a mechanism for stabilizing the value of the currency. "abolishing the two changes" further overcame the disadvantage of "two yuan and two yuan" and eliminated the possibility of the fluctuation of the exchange price between silver and silver dollars. The core mission of the reform of "stabilizing the value of the currency" has been further developed. As a prelude and preparation for the reform of the legal currency, "abolishing the two Yuan changes", by abolishing the sufficient value of silver and silver within the framework of the silver standard system, retains the virtual value of the silver dollar. By diluting the value of the currency and making a transitional arrangement towards the dishonoured monetary system-the legal system, by abolishing the legal and factual status of the silver two, the existence of silver as a reference to the currency value of the silver dollar is excluded. So that in the subsequent reform of the law as a dishonoured paper money to flow smoothly.
