多边开发银行的比较分析与协同创新研究

【摘要】:本文将全球金融治理作为全文的主线,围绕组建背景、机构属性、权力结构、业务运作及绩效五部分形成的框架对多边开发银行进行比较发现,亚洲基础设施投资银行是中国以“一带一路”共建模式参与全球金融治理的制度化载体。在股权结构、投票权和决策机制方面,亚投行是一个开放、包容、无“一股独大”、顺应国际关系民主化趋势的区域组织。在治理结构方面,亚投行力求简单高效,实现利益兼顾与决策效率之间的平衡。在业务运作上,亚投行的投资集中于亚洲地区的基础设施建设,与各个金融机构存在合作和一定的业务竞争关系;其资本结构和成员国政府信誉有助于“AAA”评级的实现。绩效方面,亚投行通过创新制度设计降低了行政管理成本,同时对外公开采购招标可提高经营绩效;而亚投行高标准的投融资政策则保证了亚投行社会效益目标的实现。对多边开发银行社会贡献的探讨具有重要的现实意义,由于社会绩效指标及其数据可得性的限制,本文将绩效范围限定为经济绩效。基于全球金融治理的视角及对有代表性的9家多边开发银行进行比较及协同分析,围绕比较面中的治理结构层级、基础设施贷款占总贷款之比、股本与贷款之比、资产规模、成员国数量等因素提出假设,研究结论为:股本占贷款之比以及贷款总额均与经济绩效显著正相关,其政策结论为:一、完善资产权益管理,控制不良贷款率,对银行的贷款项目与金额审批实行差异化管理,改善资产质量,促进多边开发银行的稳健发展。二、扩大对外贷款援助项目与贷款额度,从中长期来看,可优先考虑基础设施领域的贷款投资;不仅直接改善经济效益,也可促进多边开发银行扶贫与开发这一社会效益目标的实现。基于协同理论的视角,并综合文章的比较分析,为实现新规则的成功塑造,多边开发银行应当联合起来构建多元化的协同发展模式。从全球金融治理的视角及协同模式的思考,本文认为多边开发银行实现协同发展的路径可从均衡发展、优势互补、全球治理的公共平台、南北合作、构建全球网络信用系统,实现黑名单共享,引入私人资本共同融资,多边组织联合贷款,相互协调治理标准等方面考虑。
[Abstract]:In this paper, global financial governance is regarded as the main line of this paper, and the multilateral development banks are compared and found around the framework of the background of formation, institutional attributes, power structure, business operation and performance.The Asian Infrastructure Investment Bank is the institutional carrier of China's participation in global financial governance under the "Belt and Road" co-construction model.In terms of ownership structure, voting rights and decision-making mechanism, the AIIB is an open, inclusive regional organization with no "one share" and follows the trend of democratization of international relations.In the governance structure, the AIIB strives for simplicity and efficiency, achieving a balance between benefits and decision-making efficiency.In terms of business operations, the AIIB focuses on infrastructure development in the region, cooperates with various financial institutions and has a competitive business relationship. Its capital structure and the credibility of its member governments contribute to the realization of the "AAA" rating.In terms of performance, the AIIB reduces the cost of administration and management through innovative system design, and at the same time, the open procurement bidding can improve the operating performance, while the AIIB's high investment and financing policies ensure the realization of the AIIB's goal of social benefits.It is of great practical significance to discuss the social contribution of multilateral development banks. Due to the limitation of social performance indicators and their data availability, the scope of performance is limited to economic performance.Based on the perspective of global financial governance and the comparative and collaborative analysis of nine representative multilateral development banks, around the level of governance structure in comparison, infrastructure loans as a proportion of total loans, equity to loans, asset size,The conclusion of the study is that the ratio of equity to loans and the total amount of loans are significantly positively related to economic performance. The policy conclusions are as follows: first, improve asset equity management and control non-performing loan ratio.In order to improve the quality of assets and promote the steady development of multilateral development banks, the bank should manage the loan items and the amount of loans differently.Second, expand foreign loan aid projects and loan quotas, giving priority to investment in infrastructure loans in the medium to long term; not only directly improve economic efficiency,Also can promote the multilateral development bank poverty alleviation and development this one social benefit goal realization.Based on the perspective of synergy theory and the comparative analysis of the article, in order to successfully shape the new rules, multilateral development banks should unite to build a diversified cooperative development model.From the perspective of global financial governance and the thinking of collaborative mode, this paper thinks that the path of multilateral development banks to achieve coordinated development can be from balanced development, complementary advantages, the common platform of global governance, North-South cooperation, to build a global network credit system.Blacklist sharing, the introduction of private capital co-financing, multilateral organizations joint loans, mutual coordination of governance standards and other aspects of consideration.
