【摘要】：随着我国经济的快速发展,商业银行获得极大的发展机遇,在资产和利润上持续增长,在国民经济中所发挥的作用也越来越重要。基层商业银行与基层群众的经济生活密切相关,然而,近年来,基层商业银行操作风险事件频繁发生,使得基层商业银行在防控操作风险方面显得力不从心。基层商业银行存在许多不同于较高级别商业银行的特征,现有商业银行操作风险研究鲜有从基层商业银行视角进行讨论。因此,做好基层商业银行的操作风险防控研究对于维持基层群众经济安全有着重要的理论和现实的意义。本文以基层商业银行为对象开展操作风险的防控研究,基于作者的工作经历等便利条件,在有效分析了基层商业银行的内外部环境并借鉴现有相关研究的基础上首先对国内外商业银行操作风险的研究现状进行分析,归纳出基层商业银行的特征,并探讨相关操作风险的成因,然后分前期、中期和后期三个阶段开展操作风险的防控工作,最后提出了基层商业银行在实施操作风险防控工作时所需要注意的一些相关事项。本文的创新之处在于从基层商业银行视角讨论操作风险的防控,拟为基层商业银行的操作风险防控提供一定的指导。
[Abstract]:With the rapid development of our country's economy, commercial banks have obtained great opportunities for development, and have continued to increase their assets and profits, thus playing a more and more important role in the national economy.The grass-roots commercial banks are closely related to the economic life of the grassroots people. However, in recent years, the operational risks of the grass-roots commercial banks have occurred frequently, which makes the grass-roots commercial banks seem unable to control the operational risks.There are many characteristics of basic-level commercial banks which are different from the higher-level commercial banks. The operational risk studies of existing commercial banks are rarely discussed from the perspective of grass-roots commercial banks.Therefore, it is of great theoretical and practical significance to study the operational risk prevention and control of grassroots commercial banks.In this paper, the basic commercial banks as the object of operational risk prevention and control research, based on the author's work experience and other convenient conditions,Based on the effective analysis of the internal and external environment of grass-roots commercial banks and the reference of existing relevant research, this paper first analyzes the current research situation of operational risks of commercial banks at home and abroad, and concludes the characteristics of grass-roots commercial banks.The causes of related operational risks are discussed, and then the prevention and control of operational risks are carried out in three stages: early, middle and late stages. Finally, some relevant matters needing attention in the implementation of operational risk prevention and control by grass-roots commercial banks are put forward.The innovation of this paper is to discuss the prevention and control of operational risks from the perspective of grass-roots commercial banks, and to provide some guidance for the prevention and control of operational risks of grass-roots commercial banks.
