石河子发展现代农业的金融支持研究

【摘要】：发展现代农业是有效解决“三农问题”的重要内容。2015年中央下发的“一号文件”中明确指出要在主动适应经济新常态的要求下,全面深化农村改革,加快发展农业现代化。现代农业的发展离不开科学合理的金融产品和金融服务的有效支撑。农业是石河子垦区的支柱产业,石河子现代农业发展处于全国领先水平,但是农业的发展依然面临着严重的金融抑制问题,金融支持现代农业发展还未达到有效的水平,制约着石河子现代农业的健康可持续发展。就需要更加多元化的金融支持主体、更加便利化的金融支持渠道和更加人性化的金融支持服务来支撑石河子现代农业的建设。本文在国内外关于金融与现代农业发展等相关研究成果的基础上,首先阐述现代农业发展的内涵及特征,以及相关理论基础;其次,探讨石河子现代农业发展现状以及现代农业发展的资金需求与供给现状,并阐述了金融支持石河子现代农业概况;第三,根据石河子现代农业发展特点,从粮食生产安全、农业生产力水平、农业产业化水平、农业绩效水平和农业可持续发展等五个方面建立现代农业发展水平评价指标体系,并运用熵权法对石河子现代农业发展水平进行测度;第四、随着现代农业的快速发展离不开金融资源的有效支撑与服务,选取石河子2008年-2014年间的相关原始数据作为为研究的依据,进一步探究石河子金融对现代农业发展的作用效果;并在此基础上指出金融支持现代农业发展过程中存在的问题及制约因素,最后提出了加强石河子金融服务现代农业发展的对策建议。本文研究表明随着科技的进步、农业生产力的提高以及农业产业化进程的推进,石河子现代化农业发展水平得到了不断的提升。随着石河子现代农业水平的快速发展,充分金融资源及良好的融资渠道满足是现代农业发展过程中的融资需求的关键,银行涉农贷款对于石河子现代农业综合发展水平、农业生产力水平、农业产业化水平和农业绩效水平均具有显著的正向影响,涉农贷款的增加对粮食生产安全和农业可持续发展的影响为正但并不显著。因此,为发展石河子现代农业,应拓金融机构融资渠道、增加金融支持力度。
[Abstract]:The development of modern agriculture is an important content of effectively solving the "three agricultural problems". In the "No. 1 document" issued by the Central Committee in 2015, it is clearly pointed out that under the requirement of actively adapting to the new normal state of economy, we should comprehensively deepen rural reform and speed up the development of agricultural modernization. The development of modern agriculture can not be separated from the effective support of scientific and reasonable financial products and financial services. Agriculture is the pillar industry in Shihezi Reclamation area, and the development of modern agriculture in Shihezi is in the leading level in the whole country. However, the development of agriculture is still facing serious problems of financial repression, and the financial support for the development of modern agriculture has not yet reached an effective level. It restricts the healthy and sustainable development of Shihezi's modern agriculture. We need more diversified financial support subjects, more convenient financial support channels and more humane financial support services to support the construction of Shihezi modern agriculture. On the basis of domestic and international research achievements on finance and modern agricultural development, this paper first expounds the connotation and characteristics of modern agricultural development, as well as the relevant theoretical basis; secondly, This paper probes into the present situation of Shihezi's modern agricultural development and the present situation of capital demand and supply of modern agricultural development, and expounds the financial support of Shihezi's modern agriculture. Third, according to the characteristics of Shihezi's modern agricultural development, the grain production is safe. The evaluation index system of modern agricultural development level is established from five aspects: agricultural productivity level, agricultural industrialization level, agricultural performance level and agricultural sustainable development, and the modern agricultural development level of Shihezi is measured by entropy weight method. Fourth, with the rapid development of modern agriculture can not be separated from the effective support and services of financial resources, Shihezi from 2008 to 2014 related raw data as the basis for the study. Further explore the effect of Shihezi finance on the development of modern agriculture, and on this basis point out the existing problems and constraints in the process of financial support for the development of modern agriculture. Finally, the countermeasures and suggestions to strengthen the development of modern agriculture in Shihezi are put forward. The research shows that with the progress of science and technology, the improvement of agricultural productivity and the advancement of agricultural industrialization, the development level of modern agriculture in Shihezi has been continuously improved. With the rapid development of modern agriculture level in Shihezi, it is the key to meet the financing demand in the process of modern agricultural development that sufficient financial resources and good financing channels are met. The comprehensive development level of modern agriculture in Shihezi is affected by the bank's agriculture-related loans. The level of agricultural productivity, the level of agricultural industrialization and the level of agricultural performance have significant positive effects, while the increase of agricultural loans has a positive but not significant impact on the security of grain production and the sustainable development of agriculture. Therefore, in order to develop Shihezi modern agriculture, financial institutions should be extended financing channels to increase financial support.
