深圳市住房公积金制度研究

【摘要】:住房公积金是重要的住房保障制度。我国在借鉴新加坡住房保障制度的基础上,结合实际国情,创立了住房公积金制度,并于1991年在上海开始实行,此后逐步推向全国。在二十多年里,住房公积金制度在解决城市居民住房问题上发挥了巨大的作用。近年来,沿海城市和内地中心城市的房价持续上涨,使得这些地区的居民住房问题凸显出来。本文聚焦在住房问题具有代表性的城市——深圳市,研究该市的住房公积金制度,期望能够发现解决现阶段住房问题的方法和途径。本文从住房需求和供给、住房价格等方面介绍了深圳的住房市场,并从公积金政策体系、管理机构、业务开展等方面介绍了深圳市的住房公积金制度。结合深圳的城市特点,发现现行公积金制度存在这些问题:政策体系不健全,管理机构设计不合理,缴存和贷款制度不科学。为了完善住房公积金体系,本文建议深圳市在已有的公积金政策体系中加入公积金投资和公积金管理异地合作的有关政策,设置平行于公积金管理委员会的公积金监察委员会,调整公积金缴存比例、贷款首付比例和贷款利率。本文的结构分为六个部分:第1章为绪论,说明研究背景、研究意义以及研究方法等;第2章为文献综述,介绍公积金的相关概念和理论以及国内外研究现状;第3章为深圳市住房市场分析;第4章为深圳市住房公积金制度现状的介绍;第5章为公积金制度存在的问题分析;第6章为改进和完善深圳公积金制度的建议;最后一章为总结和展望。
[Abstract]:Housing accumulation fund is an important housing security system. On the basis of drawing lessons from the housing security system in Singapore and combining with the actual national conditions, China established the housing accumulation fund system, which began to be implemented in Shanghai in 1991 and has been gradually pushed to the whole country since then. In more than 20 years, the housing accumulation fund system has played a huge role in solving the housing problem of urban residents. In recent years, housing prices in coastal cities and inland centers have continued to rise, highlighting housing problems in these areas. This paper focuses on Shenzhen, the representative city of housing problem, and studies the housing accumulation fund system in the city, hoping to find out the ways and means to solve the housing problem at the present stage. This paper introduces the housing market in Shenzhen from the aspects of housing demand and supply, housing price and so on, and introduces the housing accumulation fund system of Shenzhen from the aspects of accumulation fund policy system, management organization, business development and so on. Combined with the urban characteristics of Shenzhen, it is found that these problems exist in the current provident fund system: the policy system is not perfect, the design of the management organization is unreasonable, and the system of deposit and loan is not scientific. In order to perfect the housing provident fund system, this paper suggests that Shenzhen should add the relevant policies of provident fund investment and fund management cooperation to the existing provident fund policy system, and set up a provident fund supervisory committee parallel to the provident fund management committee. Adjust provident fund deposit ratio, loan down payment ratio and loan interest rate. The structure of this paper is divided into six parts: the first chapter is an introduction to explain the research background, research significance and research methods, the second chapter is a literature review, introducing the relevant concepts and theories of provident fund, as well as the current research situation at home and abroad. Chapter 3 is the analysis of housing market in Shenzhen, chapter 4 is the introduction of the present situation of housing accumulation fund system in Shenzhen, chapter 5 is the analysis of the problems existing in the system of accumulation fund, chapter 6 is the suggestion of improving and perfecting Shenzhen's provident fund system The last chapter is the summary and prospect.
