黑龙江省普惠金融发展对经济增长影响研究

【摘要】:金融是现代经济的核心,但不管是发达国家还是发展中国家都存在着严重的金融排斥问题,这使得一些低收入人群和贫困人群无法享受正常的金融服务。在这种背景下,联合国大会于2005年提出了“普惠金融”概念。在我国,2013年党中央将普惠金融第一次纳入党的执政纲领。2016年,国务院制定了《推进普惠金融发展规划(2016-2020)》,以上足以说明我国发展普惠金融的必要性。不可否认,经过多年的发展,黑龙江省金融业综合实力大大增强,但是,黑龙江省目前仍存在严重的二元金融问题,具体表现为金融资源集中于城市地区和高端客户,而农村地区、穷人以及中小微企业等弱势群体无法获得金融服务,这将导致黑龙江省城乡二元经济和城乡收入差距进一步扩大,严重制约黑龙江省经济社会发展。在此背景下,以黑龙江省为例,研究普惠金融发展对经济增长的影响程度并提出相应的对策建议,对于黑龙江省乃至全国推进普惠金融体系建设、促进黑龙江省经济增长具有重要意义。首先,本文在详细阐述普惠金融提出背景的基础上,介绍了普惠金融与经济增长的概念以及相关理论,以此作为研究的理论支撑。其次,在回顾各学者对普惠金融发展水平测度体系研究的基础上,构建了普惠金融指数模型,并利用该模型测度出黑龙江省2005-2014年间的普惠金融发展水平。结果显示黑龙江省普惠金融发展水平整体上呈现波动上升趋势,但黑龙江省普惠金融在发展中仍存在诸多问题和挑战。再次,本文运用2005-2014年间黑龙江省相关数据构建计量模型,定量测度黑龙江省普惠金融发展水平对经济增长的影响幅度。最后,在实证分析的基础上,提出通过建立多层次广覆盖的金融机构体系、加快金融创新以满足不断扩大的金融服务需求、弱化金融扶贫中的“精英俘获”现象以及发挥政府在普惠性金融体系建设中的桥梁纽带作用等有针对性的对策建议以促进黑龙江省经济增长。
[Abstract]:Finance is the core of modern economy, but there is a serious financial exclusion in both developed and developing countries, which makes some low-income people and poor people unable to enjoy normal financial services. In this context, the general assembly of the United Nations put forward the concept of "Inclusive Finance" in 2005. In China, the Central Committee of the party in 2013 For the first time in the.2016 year of the party's ruling programme, the State Council has formulated the plan for promoting the promotion of financial development (2016-2020), which is sufficient to explain the necessity of the development of Inclusive Finance in China. It is undeniable that the comprehensive strength of Heilongjiang's financial industry has been greatly enhanced after years of development, but there are still serious problems in Heilongjiang province. The two yuan financial problem shows that financial resources are concentrated in urban areas and high-end customers, while the weak groups such as rural areas, poor people and small and micro enterprises are unable to obtain financial services. This will lead to the further expansion of the two yuan economy and the income gap between urban and rural areas in Heilongjiang Province, which seriously restricts the economic and social development of Heilongjiang province. Under the view, taking Heilongjiang Province as an example, it is of great significance to study the influence of Pratt and inclusive financial development on economic growth and put forward corresponding countermeasures and suggestions. It is of great significance to promote the construction of inclusive financial system and promote economic growth of Heilongjiang province in Heilongjiang province and even the whole country. The concept of Inclusive Finance and economic growth and related theories are the theoretical support of the research. Secondly, on the basis of reviewing the research on the measurement system of the general financial development level, the Pratt and inclusive financial index model is constructed, and the model is used to measure the development level of Pratt and whiten Finance in Heilongjiang for 2005-2014 years. It shows that the general financial development level of Heilongjiang province is on the rise, but there are still a lot of problems and challenges in the development of Pratt and whitewash in Heilongjiang province. Thirdly, this paper uses the relevant data of Heilongjiang Province in 2005-2014 years to build a measurement model to quantify the impact of the development level of universal financial Finance on economic growth in Heilongjiang province. Finally, on the basis of the empirical analysis, this paper puts forward the Countermeasures of speeding up financial innovation to meet the increasing demand for financial services, weakening the "elite capture" phenomenon in financial poverty alleviation, and giving full play to the role of the government in the construction of the inclusive financial system. It is suggested to promote economic growth in Heilongjiang province.
