光大银行长春东盛大街支行柜面业务操作风险管理研究

【摘要】:随着经济全球一体化的发展,银行的规模和专业程度不断加深扩大,操作风险管理成为制约金融业健康有序发展的最重要的问题。为了适应新形势下的市场环境,在2004年巴塞尔监管委员会正式发布了《新资本协议》,并将操作风险第一次纳入了管理框架内,《新资本协议》的发布对国际银行业操作风险管理提出了新的要求。从我国金融业发展进程来看,国内的很多商业银行开始借鉴国际经验,立足于以客户为中心,大力发展柜面业务集中处理的运营方式,提高业务处理的效率,降低了业务流转过程中的风险程度,提高市场竞争力。由于我国金融业起步较晚,很多由于不完善的内部程序、人员管理及系统落后等操作风险原因造成了很大的经济损失,各类操作风险的产生和转移伴随着运营方式的改变而改变,操作风险的监控、预防和评估成为推动我国银行业发展的重要环节。本文首先回顾了国内外商业银行内部风险控制的发展历程,在充分了解国内外商业银行关于内部风险控制研究现状的基础上,同时对我国商业银行柜面业务操作风险管理进行了梳理。在对全国商业银行的柜面业务操作风险管理现状深入了解,并其存在的主要问题进行分析之后,以光大银行长春东盛大街支行为研究对象,深入地分析了光大银行长春东盛大街支行柜面业务操作风险管理存在的问题及原因,对商业银行柜面业务的特点和概况进行介绍,对光大银行长春东盛大街支行柜面业务操作风险管理具体情况进行了分析,光大银行长春东盛大街支行柜面业务操作存在的主要问题为集中在内控机制、管理导向、业务流程、管理制度和队伍建设等五个方面,本文以商业银行柜面操作风险等相关理论为基础,分析光大东盛支行的柜面业务操作流程中存在的主要问题,从实际出发提出完善柜面业务操作风险的措施,为柜面业务操作风险管理提供理论支持,通过借鉴国外先进的管理理念,建立一套科学有效的操作风险管理体系,强化操作风险管理,降低柜面业务风险,提升品牌价值,提高市场竞争力,为光大银行长春东盛大街支行提供政策建议,理论支持。
[Abstract]:With the development of global economic integration, the scale and professional degree of banks are deepening and expanding, and operational risk management has become the most important problem that restricts the healthy and orderly development of financial industry. In order to adapt to the market environment in the new situation, In 2004, the Basel Supervision Committee formally issued the New Capital Accord, and brought operational risk into the management framework for the first time. The release of the New Capital Accord puts forward new requirements for the international banking operational risk management. From the perspective of the development process of China's financial industry, many domestic commercial banks begin to draw lessons from international experience, base themselves on customer-centered, vigorously develop the operation mode of centralized processing of counter business, and improve the efficiency of business processing. Reduce the risk level in the process of business circulation, improve market competitiveness. Due to the late start of China's financial industry, many operational risks such as imperfect internal procedures, personnel management and system backwardness have caused great economic losses. The generation and transfer of various operational risks change with the change of operation mode. Monitoring, prevention and evaluation of operational risks become an important link to promote the development of China's banking industry. This paper first reviews the development of internal risk control of commercial banks at home and abroad, on the basis of fully understanding the domestic and foreign commercial banks on the research status of internal risk control. At the same time, the operational risk management of China's commercial banks counter business has been combed. After deeply understanding the current situation of the operational risk management of the national commercial banks' counter business, and analyzing the main problems existing in it, the research object of Changchun Dongsheng Street Branch of Everbright Bank is taken as the research object. This paper deeply analyzes the problems and causes of the operational risk management of the counter business of Changchun Dongsheng Street Branch of Everbright Bank, and introduces the characteristics and general situation of the counter business of the commercial bank. This paper analyzes the concrete situation of the operation risk management of Changchun Dongsheng Street Branch of Everbright Bank. The main problems of the counter business operation of Changchun Dongsheng Street Branch of Everbright Bank are focused on the internal control mechanism, management orientation, business process. On the basis of the related theories, such as management system and team construction, this paper analyzes the main problems in the counter business operation process of Everbright Dongsheng Branch. From the practical point of view, the paper puts forward the measures to perfect the operational risk of the counter business, provides theoretical support for the management of the operational risk of the counter business, and establishes a set of scientific and effective operational risk management system by referring to the advanced management concepts of foreign countries. Strengthen operational risk management, reduce counter business risk, enhance brand value, improve market competitiveness, provide policy advice and theoretical support for Everbright Bank Changchun Dongsheng Street Branch.
