如何完善全球金融安全网

【摘要】：全球金融危机的爆发凸显了完善全球金融安全网的必要。完善金融安全网除加强各个层次的安全网建设外,还应加强不同层次金融安全网间的协调与合作。本文从危机冲击时期和经济和平时期两个角度提出不同金融安全网之间的合作建议。在面临危机冲击时,国际社会应建立初步的金融安全网使用顺序原则,并确定不同危机冲击下各层次金融安全网之间的分工机制和合作重点,充分发挥不同金融安全网的作用。在日常经济监督合作方面,应积极推动区域金融安排与基金组织的双边监督、区域和多边监督合作。这其中,应积极发挥发挥二十国集团的作用。
[Abstract]:The outbreak of the global financial crisis highlights the need to improve the global financial safety net. In addition to strengthening the safety net construction at all levels, the coordination and cooperation among different levels of financial safety net should be strengthened. This paper puts forward some suggestions on cooperation between different financial safety nets from crisis shock period and economic peace time. In the face of the crisis, the international community should establish the principle of the use order of the financial safety net, and determine the division of labor mechanism and the key points of cooperation between the different levels of financial safety net under the different crisis shock, and give full play to the role of the different financial safety net. In daily economic supervision cooperation, we should actively promote bilateral supervision, regional and multilateral supervision cooperation between regional financial arrangements and IMF. Among them, we should give full play to the role of the G20.
