【摘要】：人民胜利折实公债的发行是新中国政权初建之时应对经济危局的必要之举。各地在贯彻执行中央决策的过程中统筹部署,积极应对,既克服了所遭遇的各种阻力,为完成公债推销任务做了力所能及的贡献,同时亦促进了新生国家政权与地方社会间亲合力的生成和加固。以山西为个案考察公债发行后的地方因应,以期对其时中共应对经济危局与困境的地方实践有更深刻的体认。
[Abstract]:The issue of the people's victory and depreciation is a necessary move to the economic crisis at the beginning of the new Chinese regime. In the process of implementing the decision-making of the central government, all localities are deploying and responding actively, not only to overcome the various resistance encountered, to contribute to the completion of the government debt marketing task, but also to promote the political power of the new country and the new state.
