东亚金融危机原因再探:经验与教训

【摘要】：东亚金融危机发生与东亚国家经济、金融所面临的内外部脆弱性及政策失误密切相关。内部经济政策过于短视,缺乏提升长期潜在增长率的政策,对外经济政策则依赖出口导向型政策,盲目追求高增长。金融政策制定面临"三元悖论"冲突,在相关条件不成熟的情况下,贸然实施金融自由化和全面开放资本账户,加之国际危机救助和协作机制缺乏,这些国家内外经济失衡的逐步积累导致危机爆发。当前东亚经济格局很大程度上受到东亚金融危机的影响,各国正通过东亚财经合作提升经济增长潜力和经济韧性。
[Abstract]:The financial crisis in East Asia is closely related to the internal and external fragility and policy mistakes of East Asian countries. Internal economic policies are too short-sighted and lack policies to boost long-term potential growth, while foreign economic policies rely on export-oriented policies and blindly pursue high growth. The financial policy making is faced with the conflict of the "ternary paradox", under the condition that the relevant conditions are immature, the financial liberalization and the comprehensive opening of the capital account are carried out hastily, in addition to the lack of the international crisis rescue and cooperation mechanism. The gradual accumulation of internal and external economic imbalances in these countries led to the outbreak of the crisis. At present, the economic pattern of East Asia is greatly affected by the East Asian financial crisis, and countries are promoting economic growth potential and economic resilience through East Asian financial cooperation.
