新疆金融支农、农业产业化对农民增收的影响研究

【摘要】:农民增收长期以来是中央政府需要着力解决的重要民生问题,它不仅关系到城乡的协调发展,也关系到全面建设小康社会的实现。新疆作为西部地区的农业大省,农业产值占经济总量的比重大,农民收入水平相对较低。金融支农是促进农业发展,实现农民增收的重要基础。农业产业化是传统农业向现代农业转变的有效途径,也是带动农民增收的重要渠道。以金融支农和农业产业化为视角,探讨新疆农民增收问题不仅能够为政府制定强农惠农政策提供理论依据,而且能够完善欠发达地区农民增收的经验。论文以金融支农和农业产业化对促进农民增收的作用为主线,围绕金融支农和农业产业化对农民收入的影响展开研究。一方面,本文对金融支农、农业产业化和农民收入的研究内涵进行明确,以2003-2014年为研究区间,对金融支农和农业产业化进行具体分类概括和评价分析,对农民收入在现状描述的基础上与西北五省和全国的平均水平进行对比分析,并通过构建灰色预测模型对新疆农民的收入增长趋势进行预测。另一方面,通过结构方程模型对金融支农、农业产业化影响农民增收的路径进行量化分析,探究金融支农和农业产业化对农民收入影响的路径方向和效应大小。研究结论表明:(1)新疆的金融支农力度不断增强,农业产业化和农民收入水平不断提高。具体来讲,新疆的涉农贷款、财政支农、农业保费收入的规模不断增大;农业龙头企业数量不断增多,农民专业合作组织与农户的联结度不断增强,农业生产基地规模不断扩大;新疆的农民人均纯收入构成日趋多元化,且持续快速增长。从区域比较,新疆农民人均纯收入处于西北地区领先水平,但低于全国平均水平。另外,从灰色预测结果分析,新疆农民人均纯收入仍将持续增长。(2)新疆金融支农和农业产业化对农民收入具有直接或间接的促进作用,但两者对农民增收的促进作用有限。涉农贷款能够直接影响农民人均纯收入,还能够通过农副食品加工业利润总额和农业总产值的渠道间接影响农民人均纯收入,财政支农资金则通过农业龙头企业销售收入和农业总产值的渠道间接影响农民人均纯收入。龙头企业销售收入和农副食品加工业利润总额对农民人均纯收入也具有直接影响。本文最后结合新疆的实际情况,根据研究结论提出相应的对策建议,分别是完善农村金融服务体系,加大金融支农力度;推进农村信用体系建设,改善农村金融生态环境;增加财政支农投入,提高资金使用效率;加强政府对农业产业的引导扶持,做大做强农业龙头企业等。
[Abstract]:Increasing farmers' income has long been an important livelihood issue for the central government. It is not only related to the coordinated development of urban and rural areas, but also related to the realization of building a well-off society in an all-round way. As a big agricultural province in the west of Xinjiang, the agricultural output value accounts for a large proportion of the total economic volume, and the level of farmers' income is relatively low. Financial support for agriculture is an important basis for promoting agricultural development and increasing farmers' income. Agricultural industrialization is an effective way to change from traditional agriculture to modern agriculture, and it is also an important channel to increase farmers' income. From the perspective of financial support for agriculture and agricultural industrialization, this paper discusses the problem of increasing farmers' income in Xinjiang, which can not only provide the theoretical basis for the government to formulate the policy of strong agriculture and benefit agriculture, but also perfect the experience of increasing farmers' income in less developed areas. This paper focuses on the effects of financial support and agricultural industrialization on farmers' income, focusing on the impact of financial support and agricultural industrialization on farmers' income. On the one hand, the research connotation of financial support for agriculture, agricultural industrialization and farmers' income is clarified in this paper. Taking 2003-2014 as the research interval, the paper makes a specific classification, generalization and evaluation of financial support for agriculture and agricultural industrialization. Based on the description of the present situation, the income of farmers is compared with the average level of the five provinces in Northwest China and the whole country, and the trend of income growth of farmers in Xinjiang is forecasted by constructing a grey forecasting model. On the other hand, through the structural equation model, the paper analyzes quantitatively the path of financial supporting agriculture and agricultural industrialization influencing farmers' income, and probes into the path direction and effect of financial supporting agriculture and agricultural industrialization on farmers' income. The research results show that the financial support for agriculture in Xinjiang has been strengthened, and the agricultural industrialization and farmers' income level have been improved. Specifically, the scale of agricultural loans, financial support for agriculture and agricultural premium income in Xinjiang is increasing; the number of leading agricultural enterprises is increasing, and the degree of connection between farmers' professional cooperative organizations and farmers is increasing. The scale of agricultural production base is expanding, and the per capita net income of farmers in Xinjiang is becoming more and more diversified and growing rapidly. Regional comparison shows that the per capita net income of farmers in Xinjiang is in the leading level in Northwest China, but lower than the national average. In addition, from the analysis of grey forecast results, the per capita net income of farmers in Xinjiang will continue to increase. (2) the financial support for agriculture and the industrialization of agriculture in Xinjiang can directly or indirectly promote the income of farmers, but they have a limited effect on the increase of farmers' income. Agricultural loans can directly affect the per capita net income of farmers, and they can also indirectly affect the per capita net income of farmers through the channels of the total profits of the agro-food processing industry and the total agricultural output value. The fund of supporting agriculture indirectly affects the per capita net income of farmers through the sales income of agricultural leading enterprises and the channel of total agricultural output value. The sales income of leading enterprises and the total profits of agricultural and subsidiary food processing industry also have a direct impact on the per capita net income of farmers. Finally, according to the actual situation of Xinjiang, the paper puts forward the corresponding countermeasures and suggestions, which are to perfect the rural financial service system, increase the financial support for agriculture, promote the construction of rural credit system, and improve the rural financial ecological environment. We should increase the financial input to agriculture, improve the efficiency of the use of funds, strengthen the guidance and support of the government to the agricultural industry, and make the leading agricultural enterprises bigger and stronger.
