HS银行运营业务外包风险控制研究

【摘要】:近十年来,我国服务外包产业从小到大快速发展,2017年前是我国金融服务外包的起步阶段,2017年后我国金融服务外包进入创新阶段,接下来将通过外包加快服务与传统产业的融合,形成"服务外包+金融",外包商和银行通过服务外包实现资源共享和优势互补,银行的核心竞争和服务能力得到大幅提高。从最初外包商承接非核心业务到逐步尝试一些核心业务中的可外包部分业务,从原来外包商与银行简单的雇用关系发展成战略合作关系。从国外的实践发展来看,外包战略是商业银行长远发展的一项重要工作内容。我国应充分借鉴国外的先进经验,降低自身的经营成本、释放人力、有效提升运营质量和效率。本文先阐述了国内外的研究现状,后通过对运营业务外包和风险管理相关理论的概述,介绍了商业银行外包的优缺点,并对商业银行外包涉及的风险进行了大概描述。基于运营业务外包的相关理论研究,本文详细分析HS银行运营业务外包内外部风险及风险控制现状,指出有外包商存在的问题,还有HS银行内部管理问题以及HS银行和外包商合作存在的问题,并对问题进行了分析。根据国内外银行运营业务外包的风险防范经验,提出化解HS银行运营业务外包现有风险应对策略,通过建立健全外包规章制度及充实专业人员队伍、审慎选择合适的外包商合作、规范合同管理、全面提高接管外包业务的能力、建立业务外包实施考核测评机制、建立具有实践意义的应急方案等措施,希望可以对HS银行运营业务外包提供一些指导和借鉴。
[Abstract]:In the past ten years, China's service outsourcing industry has developed rapidly from small to large. Before 2017, it is the initial stage of China's financial service outsourcing. After 2017, China's financial service outsourcing has entered the innovation stage, and then it will speed up the integration of services and traditional industries through outsourcing. "Service outsourcing finance" is formed. Outsourcing providers and banks share resources and complement their advantages through service outsourcing, and the core competition and service ability of banks are greatly improved. From the initial outsourcing undertaking non-core business to the gradual attempt of some core business outsourcing part of the business, from the original simple employment relationship between the outsourcer and the bank into a strategic partnership. From the development of foreign practice, outsourcing strategy is an important part of the long-term development of commercial banks. Our country should draw lessons from the advanced experience of foreign countries, reduce its own operating cost, release manpower, and effectively improve the quality and efficiency of operation. This paper first describes the current research situation at home and abroad, and then introduces the advantages and disadvantages of commercial bank outsourcing through an overview of operational outsourcing and risk management related theories, and gives a general description of the risks involved in commercial bank outsourcing. Based on the relevant theoretical research of operational outsourcing, this paper analyzes in detail the internal and external risks and risk control status of operational outsourcing in HS Bank, and points out the problems of outsourcing providers. There are also internal management problems of HS Bank and the problems of HS Bank and Outsourcing. According to the risk prevention experience of domestic and foreign banks operating outsourcing, this paper puts forward the countermeasures to resolve the existing risks of HS bank operation outsourcing, and through establishing and perfecting the outsourcing rules and regulations and enriching the professional staff, Careful selection of appropriate outsourcing cooperation, standardization of contract management, overall improvement of the ability to take over outsourcing, establishment of an evaluation mechanism for outsourcing implementation, establishment of practical emergency plans, etc. Hope to provide some guidance and reference to HS Bank operating business outsourcing.
