绵阳市商业银行科技支行发展战略研究

【摘要】:中小型科技企业已成为推动我国经济发展,促进产业转型升级的重要力量。在十一届全国人民代表大会第三次会议政府工作报告中,温家宝总理明确提出要“大力培育战略性新兴产业;进一步促进中小企业发展;加强对中小企业金融支持”。在可以向中小企业发展提供金融支持的机构中,银行占据最为关键的位置,在培育战略性新兴产业中起触发和加速的关键作用。我国的科技型中小企业的融资难,融资成本高等问题早已成为了制约科技型中小企业发展,科技成果有效转化的突出矛盾,为有效促进这一问题的解决,在中国科技部、中国人民银行、中国银监会等的有效推动下,多地积极创新科技金融服务手段,其中成立科技专营银行机构的做法较为常见。我国成立较早的科技支行分别有:2009年1月成立的成都银行科技支行和建行成都科技支行;2009年7月成立的杭州银行科技支行,之后陆续成立的科技支行还包括有包括农行无锡科技支行、平安银行深圳科技支行等。除了大量设立的科技支行,第一家具有法人资质的科技银行是浦发银行和美国硅谷银行各出资50%于2012年设立的浦发硅谷银行。我国成立的科技银行(支行)虽然有效支撑了科技型中小企业的发展,但是企业融资难问题仍然大量存在。科技型企业在发展过程中仍然面临着很多的问题。如何务实的服务科技型企业,在风险可控的前体下加大对科技型中小企业的支持,同时增加银行的收益是迫切需要思考和解决的问题。本文以绵阳市商业银行科技支行为研究对象,着重分析了四川及绵阳地区经济发展环境,重点引入四川省内科技支行的运行数据及绵阳市商业银行科技支行的发展数据,指出绵阳市商业银行科技支行发展中的优劣势、机遇及挑战,以美国硅谷银行发展模式做参考,最终提出进一步支持绵阳市商业银行科技支行发展的策略建议。本文的讨论和研究采用了定量和定性相结合,比较分析、实证分析相结合的方法。整个研究内容分为六个部分:第一章引言。阐述了本次研究的背景,研究的基础、介绍了省内8家科技支行发展情况,以及国内外研究现状和本研究选题的必要性。介绍了科技银行发展的理论研究。第二章重点分析了绵阳市商业银行科技支行发展面临的机遇。第三章主要阐述了绵阳市商业银行科技支行发展面临的挑战。第四章指出绵阳市商业银行科技支行发展的优势。第五章指出绵阳市商业银行科技支行发展的劣势。第六章给出了绵阳市商业银行科技支行发展策略研究。以美国硅谷银行的发展策略为例,进而提出促进绵阳市商业银行科技发展策略的建议。
[Abstract]:Small and medium-sized science and technology enterprises have become an important force to promote economic development and promote industrial transformation and upgrading. In the government work report of the third session of the 11th National people's Congress, Premier Wen Jiabao clearly proposed that "vigorously cultivate strategic emerging industries; further promote the development of small and medium-sized enterprises; and strengthen financial support for small and medium-sized enterprises". Among the institutions that can provide financial support for the development of small and medium-sized enterprises, banks occupy the most critical position and play a key role in triggering and accelerating the development of strategic emerging industries. In order to effectively promote the solution of this problem, the problems such as the difficulty of financing and the high cost of financing have already become the prominent contradiction that restricts the development of the small and medium-sized technological enterprises and the effective transformation of the scientific and technological achievements, in order to effectively promote the solution of this problem, the Ministry of Science and Technology of China, With the effective promotion of the people's Bank of China and the China Banking Regulatory Commission, many of them actively innovate the means of scientific and technological financial services, among which the practice of setting up specialized banking institutions in science and technology is more common. The scientific and technological branches established earlier in China are: the Science and Technology Branch of Chengdu Bank and the Chengdu Science and Technology Branch of China Construction Bank, established in January 2009, and the Science and Technology Branch of Hangzhou Bank, established in July 2009. After the establishment of science and technology sub-branches including the Agricultural Bank of Wuxi Science and Technology Branch, Ping an Bank of Shenzhen Science and Technology Branch, and so on. In addition to the large number of technology branches, the first technology bank with legal personality is Pudong Development Bank and Silicon Valley Bank of the United States 50 percent each set up in 2012 Pufa Silicon Valley Bank. Although the science and technology bank (branch) established in China has effectively supported the development of science and technology small and medium-sized enterprises, the financing difficulties of enterprises still exist in a large number. Science and technology enterprises still face a lot of problems in the process of development. It is urgent to consider and solve the problem of how to practically serve the sci-tech enterprises, increase the support to the small and medium-sized sci-tech enterprises under the precursor of controllable risk, and increase the profits of the banks at the same time. Based on the research object of science and technology branch behavior of Mianyang commercial bank, this paper analyzes the economic development environment of Sichuan and Mianyang area, and introduces the operation data of science and technology branch in Sichuan province and the development data of science and technology branch of Mianyang commercial bank. This paper points out the advantages and disadvantages, opportunities and challenges in the development of the science and technology branch of Mianyang City Commercial Bank, taking the development model of Silicon Valley Bank of America as the reference, and finally puts forward some strategic suggestions to further support the development of the science and technology branch of Mianyang City Commercial Bank. In this paper, quantitative and qualitative analysis, comparative analysis and empirical analysis are used. The whole research is divided into six parts: the first chapter is the introduction. This paper expounds the background and foundation of this research, and introduces the development of 8 branches of science and technology in the province, as well as the present research situation at home and abroad and the necessity of this research topic. This paper introduces the theoretical research on the development of science and technology bank. The second chapter focuses on the development of Mianyang City Commercial Bank Science and Technology Branch opportunities. The third chapter mainly elaborated the Mianyang commercial bank science and technology branch development to face the challenge. The fourth chapter points out the advantages of Mianyang Commercial Bank's development of science and technology branch. The fifth chapter points out the disadvantage of Mianyang Commercial Bank's development of science and technology branch. The sixth chapter gives the Mianyang commercial bank science and technology branch development strategy research. Taking the development strategy of Silicon Valley Bank of America as an example, the paper puts forward some suggestions to promote the development of science and technology in Mianyang City Commercial Bank.
