张家口市银行业金融机构对农村经济发展的金融支持研究

【摘要】：从2014年到2016年连续3年国务院专门发布关于不断提升改革成效,推动农村经济快速发展的相关意见的一号文件,在文件中专门提出,不断提升我国农村金融的改革成效,将国家财政税收,实施货币贷款,对金融方面的监管作用等有效政策法规作为辅助,不断有目的推进我国各项金融资源不断持续向三农方面靠拢,保障我国农村信贷实现总量不断提升,农业方面的贷款比例逐渐提升。张家口地区农村金融经过多年的发展历程,已经初步构建完成了农村商业,政策及合作性质金融服务机构。根据经济学的投入产出理论,农村银行业金融机构是农村经济发展的重要服务机构,对农村经济发展起到重要的作用。本研究首先对张家口市银行业金融机构对农村经济发展的金融支持现状进行分析,总结得出,张家口市银行业金融发展对张家口农村经济发展的作用表现在两个方面,一是:张家口农村金融资金供给和农村经济发展资金需求均衡性,二是:农村银行业金融机构盈利能力。通过VAR模型对村经济发展水平、张家口农村金融资金供给和农村经济发展资金需求均衡性以及农村银行业金融机构盈利能力三者关系进行实证分析。通过协整检验发现三者之间存在唯一的长期均衡关系,通过脉冲响应函数(impulse-response function)发现三者之间的短期因果关系,张家口农村金融资金供给和农村经济发展资金需求均衡性给经济发展带来明显的正向促进作用,这种作用是持续有效的。农村银行业金融机构盈利能力会使人均GDP出现明显的负向变动,且是长期持续的,当期平均利润率的发展对张家口农村经济发展有限制性。当农村银行业金融机构盈利能力受到一定程度的外界冲击时,张家口农村金融资金供给和农村经济发展资金需求均衡性会产生负向波动。农村银行业金融机构盈利能力已经阻碍了张家口农村金融资金供给和农村经济发展资金需求均衡性,同时给经济发展带来直接和间接的负作用。最后从外部和内部分析农村金融在支持农村经济发展中存在主要问题的原因,并提出相关的应对策略。
[Abstract]:For the third consecutive year from 2014 to 2016, the State Council issued document No. 1 on improving the effectiveness of reform and promoting the rapid development of the rural economy. In the document, it was specifically proposed that the results of the reform of rural finance in our country should be continuously improved. The effective policies and regulations, such as the state financial revenue, the implementation of monetary loans, the role of supervision over financial aspects, and so on, are used as aids to continuously promote the continuous convergence of various financial resources in China toward the three agricultural and rural areas. To ensure that the total amount of rural credit in China is increasing, and the proportion of loans in agriculture is gradually increasing. After years of development, Zhangjiakou rural finance has preliminarily completed the rural commercial, policy and cooperative financial service institutions. According to the input-output theory of economics, rural banking financial institutions are important service institutions for the development of rural economy and play an important role in the development of rural economy. This study firstly analyzes the current situation of the financial support to the rural economic development by the banking financial institutions in Zhangjiakou, and concludes that the financial development of the banking industry in Zhangjiakou plays a role in the rural economic development of Zhangjiakou in two aspects. First, Zhangjiakou rural financial fund supply and rural economic development fund demand balance, second: rural banking financial institutions profitability. Through the VAR model, the paper makes an empirical analysis of the relationship between the level of rural economic development, the equilibrium of rural financial capital supply and the demand for rural economic development funds, and the profitability of rural banking financial institutions. By cointegration test, we find that there is a unique long-term equilibrium relationship among the three, and the short-term causality between them is found by impulse response function (impulse-response function). Zhangjiakou rural financial fund supply and rural economic development fund demand balance bring an obvious positive role in economic development, this role is sustainable and effective. The profitability of rural banking financial institutions will cause a negative change of GDP per capita for a long time, and the development of average profit margin in the current period is restricted to the development of rural economy in Zhangjiakou. When the profitability of rural banking financial institutions is impacted by the outside world to a certain extent, the balance between the supply of rural financial funds and the demand for funds for rural economic development will produce negative fluctuations in Zhangjiakou. The profitability of rural banking financial institutions has hindered the balance between the supply of rural financial funds and the demand for funds for rural economic development in Zhangjiakou, and at the same time has brought direct and indirect negative effects to economic development. Finally, the paper analyzes the main problems of rural finance in supporting rural economic development from the external and internal aspects, and puts forward relevant countermeasures.
