城市商业银行支持地方经济发展研究

【摘要】:城市商业银行脱胎于城市信用社,是化解地方金融风险的特定产物。自1995年第一家城市商业银行成立,城市商业银行始终坚持“服务地方经济、服务中小企业和服务城市居民”,助力中小企业成长,已然成为地方经济发展不可或缺的力量。与此同时,城商行伴随着地方经济的发展自身也不断成长,截至2016年底,全国133家城市商业银行的总资产为22.68万亿元。虽然城商行的资产规模仅占整个银行业的11%,远远不及五大行和大型股份制商业银行;虽然其网点数量不到农信社的10%,但是在支持地方经济发展方面城商行的作用不可替代。与大型国有银行相比,它们运转机制更为灵活;与大型股份制商业银行相比,它们创新力更强;与农村信用社相比,它们有着更为健全的现代公司治理制度;相比外资银行,它们更熟悉当地经济发展状况。现在许多城市商业银行逐步走上了跨区域经营之路,北京银行、南京银行、宁波银行成为最早上市的3家城商行。2016年随着江苏银行、杭州银行等城商行成功上市,沉寂10年的城商行IPO大门再次重启,许多城商行跃跃欲试。城市商业银行跨区域经营、上市融资是否背离了城商行的设立初衷?目前城市商业银行对当地经济发展的影响如何?城商行又是如何支持当地经济发展?这是本文的主要研究内容。本文首先介绍了当前城商行置身的宏观经济背景,然后结合数据分析了城市商业银行的发展历程和公司治理现状,还特别分析了城市商业银行支持地方经济发展的途径。再次,基于中国经济发展的区域性差异,选取区域代表性城商行样本,构建了实证模型并证明了城商行通过存款贷款业务能够显著支持地方经济的发展,其税收贡献也对当地经济发展有一定的促进作用,其中城商行贷款对当地经济发展的支持力度最大,同时政府持股比例过大对城商行支持地方经济发展产生不利影响。最后根据理论和实证分析提出建议:城市商业银行应始终坚持服务地方经济发展的定位不动摇,根据区域经济结构打造特色金融产品与服务;政府应逐步降低对城商行的控股比例和干预;城商行应建立与政府的良性互动关系,以政府战略为契机加强同业合作,完善与地方政府风险共担利益共享机制。
[Abstract]:The city commercial bank is born out of the city credit cooperative, is the specific product that solves the local financial risk. Since the establishment of the first city commercial bank in 1995, the city commercial bank has always insisted on "serving the local economy, serving the small and medium-sized enterprises and serving the urban residents" to help the small and medium-sized enterprises to grow, and has become an indispensable force in the development of the local economy. At the same time, city commercial banks are also growing along with the development of the local economy, and by the end of 2016, the total assets of the country's 133 urban commercial banks stood at 22.68 trillion yuan. Although the assets of the city commercial banks account for only 11% of the entire banking sector, far less than the five major banks and large joint-stock commercial banks; Although the number of outlets is less than 10% of the rural credit cooperatives, but the role of city firms in supporting local economic development can not be replaced. Compared with large state-owned banks, they are more flexible in operating mechanism, more innovative than large-scale joint-stock commercial banks, and have more perfect modern corporate governance system compared with rural credit cooperatives. They are more familiar with local economic development than foreign banks. Now many city commercial banks have gradually embarked on the road of trans-regional operation. Beijing Bank, Nanjing Bank and Ningbo Bank have become the first three city commercial banks to list. With the successful listing of Jiangsu Bank, Hangzhou Bank and other city commercial firms in 2016, After 10 years of silence, the gate of IPO, a city comptoir, was reopened again, and many of them were eager to try. Urban commercial banks cross-regional operation, listed financing does not deviate from the original purpose of the establishment of urban commercial banks? What is the impact of city commercial banks on local economic development at present? How do city firms support local economic development? This is the main research content of this paper. This paper first introduces the macro-economic background of the city commercial banks, and then analyzes the development course of the city commercial banks and the current situation of corporate governance, and especially analyzes the ways for the city commercial banks to support the development of the local economy. Thirdly, based on the regional differences of China's economic development, this paper selects a sample of regional representative city commercial banks, constructs an empirical model and proves that the city commercial banks can significantly support the development of local economy through deposit and loan business. Its tax contribution to local economic development also has a certain role in promoting, in which city commercial bank loans to the local economic development of the largest support, and the excessive proportion of government ownership of the city commercial banks to support local economic development has a negative impact. Finally, according to the theoretical and empirical analysis, some suggestions are put forward: city commercial banks should always adhere to the orientation of serving the development of local economy and build characteristic financial products and services according to the regional economic structure; The government should gradually reduce the proportion of controlling and interfering with the city commercial bank, establish the positive interactive relationship with the government, take the government strategy as the opportunity to strengthen the cooperation between the same trade and the local government, and perfect the mechanism of sharing the benefits and risks with the local government.
