利益主体视角下旅游导向的风景区村落规划研究

【摘要】：随着我国农村社会经济的发展和风景区风景旅游活动的开展,风景区村落的传统生活方式受到了前所未有的冲击。游憩、文化、娱乐、商业等新型旅游功能正逐步替代村庄传统的居住功能,村庄的功能、结构、规模和风貌正经历着巨大的转变。我国风景名胜区村落的规划比之一般村落有三点显著特征,一是风景区所在地方的经济条件基础往往较差,发展动力不足；二是以旅游作为发展动力对村落的生态环境保护要求更高;三是村落发展需要与风景区的保护要求相协调,村落的旅游发展牵涉到的利益群体更为复杂。当前,关于风景区村落问题的探讨还有一定空白,缺乏对风景区村落规划的特征、体系、方法的全面研究。现行的村庄规划体系由于缺乏对村庄个体特性的延伸和深入,过多地参照城市规划的体系模式,脱离村庄发展的实际情况。例如风景区旅游导向的村这类特定类型的村庄规划不能完全照搬现行村庄规划技术标准来修编,因此本文提出针对风景区村落的特征,以利益主体为视角,探讨兼顾风景区与旅游导向背景的村落规划途径、体系、内容和方法。本研究按照问题背景研究、提出问题、案例借鉴、分析问题的思路可以大致分为四个部分。首先,论述国内研究背景,初步提出研究问题,综述已有相关理论与文献。第二,系统地总结现行村庄规划体系和内容。在论述当前村庄规划体系编制技术标准的缺失与不足的基础上,提出在公众参与的规划思路下构建综合的村庄规划体系。随后,挑选与研究问题相关背景的案例考察风景区村落旅游发展的现状发展和空间特征,将风景区村落的演变历程置于利益主体开发动力的视角下,分析主要动力对于推进村落演变过程的影响和特征。第四,以莲花村总体规划为例进行实践检验,从利益主体视角构建规划分析的框架,基于在情景分析中演算的规划布局和空间发展趋势的研究,提出莲花村规划在规划目标、规划特点、主要规划内容方面的优化和创新,并对关键规划环节和对应保障措施提出具体指导。研究认为,风景区村落的规划原则在于引导性和控制性并重；保持规划弹性,使得利益主体的参与能够在旅游发展阶段中动态调整；最后要通过行动规划内容,运用公众参与等方式增强各利益主体参与的可操作性,促进风景区村落规划实施全过程中利益主体之间的协调和相互制约。最终在不影响风景区风景环境的前提下,以旅游为动力推动风景区村落的自我更新,实现风景区村落保护和利用的合理存续。
[Abstract]:With the development of social economy in rural areas and the development of tourist activities in scenic areas, the traditional way of life of scenic villages has been affected by unprecedented impact. The new tourism function, such as commerce, is gradually replacing the traditional residential function, function, structure, scale and style of the village. The first is that the economic conditions of the places where the scenic spots are located are often poor, and the development power is insufficient; the second is that tourism is the driving force for the development of villages and the protection of the ecological environment of villages is more demanding; the third is that the development needs of villages are coordinated with the protection requirements of scenic spots. The tourism development of villages involves more complex interest groups. At present, there is still a certain gap in the discussion of village issues in scenic areas, lacking the characteristics and systems of village planning in scenic areas. Due to the lack of extension and depth of the individual characteristics of the village, the current village planning system refers too much to the system model of urban planning. Divorced from the actual situation of village development. For example, the village planning of certain types, such as scenic spot tourism oriented village, can not completely copy the current village planning technical standard to revise and compile, so this paper puts forward the characteristics of the scenic village. From the perspective of the main body of interest, this paper discusses the way, system, content and method of village planning, which takes into account both scenic spot and tourism-oriented background. According to the research of the background of the problem, this study puts forward the problem and draws lessons from the case. The thinking of analyzing the problem can be divided into four parts. Firstly, it discusses the domestic research background, puts forward the preliminary research questions, summarizes the relevant theories and literature. This paper systematically summarizes the current village planning system and its contents. On the basis of discussing the deficiency and deficiency of the technical standard of the current village planning system, this paper puts forward a comprehensive village planning system based on the idea of public participation. Select the case of the background related to the research issues to investigate the present situation and spatial characteristics of the tourism development of scenic villages, put the evolution of scenic villages under the perspective of the development motive force of the main interests. 4th, taking the overall planning of Lianhua Village as an example to test the practice and construct the framework of planning analysis from the perspective of the main interests of the village. Based on the study of planning layout and spatial development trend in scenario analysis, the optimization and innovation of Lotus Village planning in planning objectives, planning characteristics and main planning contents are proposed. The research shows that the planning principle of scenic villages lies in both guidance and control, and maintains the flexibility of planning. So that the participation of the stakeholders can be dynamically adjusted in the stage of tourism development; finally, through the content of action planning, the use of public participation and other ways to enhance the operability of the participation of the stakeholders, To promote the coordination and mutual restriction between the main bodies of interest in the whole process of the implementation of the village planning of scenic spots. Finally, under the premise of not affecting the landscape environment of the scenic areas, the tourism is the motive force to promote the self-renewal of the villages in the scenic areas. To realize the reasonable existence of village protection and utilization in scenic area.
