内蒙古农村普惠金融发展对农牧民收入的影响研究

【摘要】:伴随着我国农村金融体制改革的深入推进,农村金融发展中存在的问题日益突出,实现农村金融全覆盖是我国农村金融改革的重要目标。2016年,由国务院发布了《推进普惠金融发展规划(2016-2020年)》,将普惠金融提升为我国未来金融改革的重要课题。内蒙古是我国的资源型大省,贫困地区点多面广,农牧民收入低问题始终不容小视。普惠金融的出现,为内蒙古农牧民增收提供了重要的发展契机。研究内蒙古农村普惠金融问题,对推动内蒙古经济社会的全面健康发展具有重要的理论和现实意义。首先,本文在梳理了普惠金融相关理论的基础上,明确了普惠金融、金融包容性增长及普惠金融评价指标体系等相关概念,综合评价了内蒙古农村普惠金融的发展状况和农牧民收入现状。其次,结合数据的可得性,选取基于金融服务可获得性、金融服务使用度两个维度6个指标,对2006-2015年内蒙古73个旗县市的普惠金融发展状况进行了统计分析。进一步通过构建普惠金融指数(IFI),对各旗县市农村普惠金融发展水平进行测度,结果显示:内蒙古绝大多数旗县市的普惠金融水平较低,在2006-2015年期间总体呈现上升趋势,但增长较为缓慢,且地区间普惠金融发展水平有一定差距。再次,运用相关理论研究普惠金融对农民收入变动的作用机制。基于全区数据分析内蒙古农村普惠金融发展水平变动对农牧民收入增长的贡献,考虑到各地区农村普惠金融发展和农民收入水平的差异性,从地理划分的三大区域、不同收入层次分别运用固定效应变系数模型及面板分位数模型进行比较研究。结果表明:在全区范围内,普惠金融发展指数对农牧民收入具有正向作用,即农村普惠金融发展速度的提升可提高农牧民收入;分区域来看,中部地区的农村普惠金融增收效应大于西部地区大于东部地区。此外,内蒙古农村普惠金融发展对不同收入层次的农牧民收入均具有正向影响,并呈现出动态变化的特征,表现为欠发达地区的高收入群体是内蒙古普惠金融受益的核心群体。最后,针对不同区域农村普惠金融发展与农民收入的关系的差异化,提出优化农村普惠金融发展环境、发挥政府的政策引导和宏观调控作用,推动各县域之间的空间金融政策协作,加强对农村信贷的监管等建议,以促进内蒙古农村普惠金融与农牧民收入的协调发展。
[Abstract]:With the deepening of the reform of rural financial system in China, the problems in the development of rural finance are increasingly prominent. The realization of full coverage of rural finance is an important goal of rural financial reform in China. 2016. The State Council has issued the "Promotion of inclusive Financial Development Plan 2016-2020", which will be an important subject of future financial reform in China. Inner Mongolia is a large resource-based province in China. The problem of low income of farmers and herdsmen should not be underestimated all the time. The emergence of inclusive finance provides an important development opportunity for the increase of income of farmers and herdsmen in Inner Mongolia. In order to promote the overall and healthy development of Inner Mongolia economy and society has important theoretical and practical significance. Firstly, this paper clarifies inclusive finance on the basis of combing the relevant theories of inclusive finance. Financial inclusive growth and inclusive financial evaluation index system and other related concepts, comprehensive evaluation of rural inclusive finance in Inner Mongolia and income status of farmers and herdsmen. Secondly, combined with the availability of data. Six indicators were selected based on the availability of financial services and the degree of use of financial services. This paper makes a statistical analysis on the development of inclusive finance in 73 counties and cities of Inner Mongolia from 2006 to 2015, and further constructs the inclusive Financial Index (IFI). This paper measures the development level of rural inclusive finance in every flag county and city. The results show that most of the flag counties and cities in Inner Mongolia have lower inclusive financial level, and the overall trend is rising from 2006 to 2015. But the growth is relatively slow, and there is a certain gap between the regional inclusive financial development level. Based on the regional data, this paper analyzes the contribution of rural inclusive financial development level change to the income growth of farmers and herdsmen in Inner Mongolia. Considering the differences of rural inclusive financial development and farmers' income level in different regions, the three regions are divided from geography. Different income levels are compared with fixed effect variable coefficient model and panel quantile model. The results show that the inclusive financial development index has a positive effect on the income of farmers and herdsmen in the whole region. That is, the improvement of rural inclusive financial development speed can improve the income of farmers and herdsmen; In the sub-region, the increase effect of rural inclusive finance in the central region is greater than that in the western region than in the eastern region. In addition, the development of rural inclusive finance in Inner Mongolia has a positive impact on the income of farmers and herdsmen of different income levels. And presents the dynamic change characteristic, the performance is the underdeveloped area high income group is the Inner Mongolia inclusive finance benefit core group. Finally. Aiming at the difference between the development of rural inclusive finance and the income of farmers in different regions, this paper proposes to optimize the development environment of rural inclusive finance and to give full play to the role of government policy guidance and macro-control. In order to promote the harmonious development of rural inclusive finance and the income of farmers and herdsmen in Inner Mongolia, we should promote the cooperation of spatial finance policy among counties and strengthen the supervision of rural credit.
