能源价格对我国新能源产业技术创新的影响研究

【摘要】:改革开放以来,我国经济取得了举世瞩目的高速增长,长达三十多年年均近10%的经济增速使得我国一举成为世界第二大经济体,但是以高消耗、高排放、高污染为代价的粗放型增长模式所带来的弊端近几年逐渐显现,能源危机、环境污染等问题日渐成为我国经济可持续发展的瓶颈。目前我国正处于工业化、城镇化的关键时期,能源密集型的钢铁、化工等重化工业仍会在我国经济发展中发挥着不可替代的作用,能源需求势必会持续呈现刚性增长。在此背景下,发展新能源产业、增加能源结构中新能源消费比例成为有效缓解我国旺盛的能源需求和能源供给、环境污染之间矛盾的主要途径。新能源产业作为高新技术产业,其发展需要广泛的技术创新为前提。目前国内外研究新能源产业技术创新主要集中在企业规模、政府政策、市场结构、创新环境上,对于传统化石能源价格与新能源产业技术创新的研究较少。不可否认,新能源作为传统化石能源的替代品,其技术创新不可避免地会受到能源价格的影响。进入21世纪以来,由于地缘政治冲突、国际金融资本投机、能源资源枯竭的忧虑以及中国需求的反复炒作等因素,能源价格持续上涨。基于此,本文研究能源价格与我国新能源产业技术创新之间的关系,探究能源价格变动对于新能源产业技术创新的影响机理,以期为目前我国政府制定相关政策促进新能源产业发展提供有益借鉴。在系统梳理国内外已有研究文献的基础之上,结合我国新能源产业发展和技术现状,本文深入研究了能源价格对新能源产业技术创新的影响机理。首先,从现阶段传统化石能源消耗情况以及随之而来的环境问题、能源安全问题和产业结构低端锁定问题进行分析入手,指出发展新能源产业的紧迫性和必要性,新能源产业作为高新技术产业,其发展需要广泛的技术进步作为前提;其次,结合我国新能源产业发展和技术的实际情况,梳理国内外已有技术创新的研究文献,研究能源价格对我国新能源产业技术创新的影响机理并提出本文研究假设;然后,考虑到新能源企业作为新能源产业的微观主体以及我国新能源产业发展起步较晚的事实,本文构建一个包含研发投入、能源价格等变量的计量经济模型,使用我国2006-2015年上海、深圳证券交易所上市的新能源上市公司的年度数据,实证研究了能源价格与新能源企业研发投入之间的内在联系与作用机理;最后,以本文的计量回归结果为依据,结合能源价格对新能源产业企业技术创新影响机制的理论分析,提出本文结论与政策建议。本文通过研究得出如下结论:我国新能源技术与世界上发达国家还存在一定的差距,亟需通过技术创新等方式实现新能源产业的快速发展,在技术上实现对西方发达国家新能源产业的赶超;能源价格上涨对于新能源产业企业增加研发投入具有显著的正向促进作用,并且能源价格对于新能源企业技术创新的影响在不同产权性质、区域间存在差异性。
[Abstract]:Since the reform and opening up, China's economy has achieved remarkable growth, for more than thirty years, an average of nearly 10% economic growth makes China has become the second largest economy in the world, but with high consumption, high emission and high pollution at the expense of extensive growth mode brings disadvantages in recent years gradually, the energy crisis, environmental pollution has increasingly become the bottleneck of sustainable development of economy in our country. At present our country is in a critical period of industrialization, urbanization, energy intensive steel, chemical and other heavy industry will still play an irreplaceable role in China's economic development, energy demand will be sustained decline. Under this background, the development of new energy industry, increase the energy structure in the proportion of new energy consumption has been effectively relieve China's strong demand for energy and energy supply, the main way of contradictions between the environmental pollution. The energy industry as a high-tech industry, its development requires extensive technical innovation as the premise. The current domestic and foreign research on industrial technology innovation of new energy mainly concentrated in the scale of enterprises, government policy, market structure, innovation environment, research on traditional fossil energy prices and new energy and industrial technology innovation less. Admittedly, as a new energy the traditional alternative to fossil fuels, its technological innovation will inevitably be affected by the price of energy. Since the beginning of twenty-first Century, due to geopolitical conflict, international financial capital speculation, energy resource depletion and worry China demand repeated speculation and other factors, energy prices continued to rise. Based on this, this paper studies the relationship between energy prices and China's the new energy industry technology innovation, explore the influence mechanism of energy price changes for industrial technology innovation of new energy, in order for our government The formulation of relevant policies to promote the development of new energy industry to provide a useful reference. On the basis of the research literature systematically at home and abroad, combined with the status quo of the development of new energy industry and technology in China, this paper studies the mechanism of energy price impact on technological innovation of new energy industry. First of all, from the stage of traditional fossil energy consumption and environmental problems so, the problem of energy security and industrial structure of low-end locking problem analyzing, pointed out the necessity and urgency of the development of new energy industry, new energy industry as a high-tech industry, its development requires extensive technological progress as the premise; secondly, combining the actual situation of our country and the development of technology of new energy industry, the research literature review at home and abroad, technological innovation, mechanism of energy price effects on technological innovation in the new energy industry in China and put forward in this paper Then, considering the hypothesis; new energy enterprises as the main micro new energy industry as well as the fact that the new energy industry development started late in China, this paper constructs an econometric model including R & D investment, energy prices and other variables, the use of 2006-2015 in our country Shanghai, the Shenzhen Stock Exchange listed new energy listed companies annual data the empirical research, the internal relations and interaction between energy prices and new energy R & D investment mechanism; finally, to measure the results of the regression analysis as the basis, combined with the mechanism of the effect of energy prices on the technology innovation of new energy industry theory, it puts forward the conclusion and policy recommendations. This paper draws the following conclusion: China's new energy technology and developed countries in the world there is still a gap, need through technological innovation and other ways to achieve the rapid development of new energy industry, in technology Can catch up with the new energy industry in western developed countries with rising energy prices; for the new energy industry enterprises to increase R & D investment has a significant positive effect, and the effect of energy price for technology innovation of new energy enterprises in different property rights, regional differences exist in the nature.
