【摘要】:长江中游城市群是由武汉城市圈、长株潭城市群、环鄱阳湖城市群三个城市群为主体组成的特大型跨区域城市群。长江中游城市群在长江流域经济发展中占有重要地位,对于我国实施中部崛起战略、全面深化改革开放以及城镇化发展具有重要的促进作用,在我国区域发展战略中占有举足轻重的地位。城市土地是城市经济、社会、文化及生态发展的物质基础,城市的扩张及产业布局调整对土地的需求量进一步加大,而我国城市化进程步伐正在不断加快以及土地资源本身的稀缺性,使得城市发展过程中的各种类型的土地利用问题日益突出。我国现阶段的城市土地利用效率相对较低,土地资源闲置及浪费问题突出。为了缓解城市发展过程中的用地矛盾问题,使土地利用方式及经济增长方式实现从粗放型到集约型的根本性转变,必须集约利用城市存量土地,提高城市土地利用效率。本文通过对长江中游城市群土地利用的大量理论研究和数据分析,阐述土地利用相关概念及理论基础,客观分析长江中游城市群土地利用现状,从城市土地投入及产出两方面揭示长江中游城市群土地利用特征,并试图发现城市群在土地利用方面存在的各种问题。本文基于2006-2013年长江中游城市群28个城市的土地利用相关统计数据,运用数据包络法,从土地投入、劳动力投入、资金投入及人口密度四方面选择投入指标,从土地利用所实现的经济效益和社会效益方面选择产出指标,计算出长江中游城市群土地利用效率,然后利用面板数据模型,对土地利用效率和影响因素进行回归分析。本文的主要研究结论如下:(1)国内生产总值和财政收入越高,表明城市土地利用效率越高。因此,在城市土地利用规划中,要以国内生产总值和财政收入作为土地是否合理有效利用的重要经济指标。(2)在城市发展建设中,城市建设用地面积供应量的提高反而降低了城市土地利用效率。在城市发展中,要合理控制城市的土地发展规模。(3)在城市土地利用其余影响因素不变的情况下,提高城市固定资产投资投资额,反而会降低城市土地利用效率。在城市发展中,要转变经济增长方式,减少通过增加投资来提高经济效益的土地利用规模。
[Abstract]:The urban agglomeration in the middle reaches of the Yangtze River is composed of Wuhan City Circle and Changsha-Zhuzhou-Xiangtan Urban agglomeration. Three urban agglomeration around Poyang Lake as the main body of the extra-large cross-regional urban agglomeration. The middle reaches of the Yangtze River urban agglomeration plays an important role in the economic development of the Yangtze River basin, for China to implement the strategy of the rise of central China. Deepening the reform and opening up in an all-round way as well as the development of urbanization plays an important role in the regional development strategy of our country. Urban land is the urban economy and society. The material basis of cultural and ecological development, urban expansion and industrial layout adjustment of the demand for land further increased, while the pace of urbanization in China is accelerating and the scarcity of land resources itself. In the process of urban development, various types of land use problems become increasingly prominent. At present, the efficiency of urban land use is relatively low. In order to alleviate the contradiction of land use in the process of urban development and to realize the fundamental transformation from extensive to intensive land use mode and economic growth mode. It is necessary to make intensive use of urban land stock to improve the efficiency of urban land use. Through a large number of theoretical research and data analysis on the land use of urban agglomerations in the middle reaches of the Yangtze River, this paper expounds the related concepts and theoretical basis of land use. Objective analysis of the urban agglomeration land use in the middle reaches of the Yangtze River, from the urban land input and output to reveal the urban land use characteristics of the urban agglomeration in the middle reaches of the Yangtze River. Based on the land use statistics of 28 cities in the middle reaches of the Yangtze River from 2006 to 2013, this paper uses the data envelopment method. From land input, labor input, capital investment and population density four aspects of the choice of input indicators, from the economic and social benefits of land use to select the output indicators. The land use efficiency of the urban agglomeration in the middle reaches of the Yangtze River is calculated, and then the panel data model is used. The main conclusions of this paper are as follows: 1) the higher the GDP and the financial income, the higher the urban land use efficiency. In urban land use planning, the gross domestic product (GDP) and financial income should be taken as the important economic index of rational and effective use of land. On the contrary, the increase of the area supply of urban construction land reduces the efficiency of urban land use. It is necessary to reasonably control the scale of urban land development. (3) under the condition that the other influencing factors of urban land use remain unchanged, the investment amount of urban fixed assets investment should be increased. Instead, it will reduce the efficiency of urban land use. In urban development, it is necessary to change the mode of economic growth and reduce the scale of land use which can increase economic benefits by increasing investment.
