国家级新区区位选择及其效应分析

【摘要】:国家级新区以优惠的投资政策、充裕的土地供应、良好的人居环境、完善的基础设施,对区域及城市的人口、资本等要素资源形成强大吸引力,已经成为带动区域发展新的增长极。本文在梳理国内外城市新区建设现状及其理论的基础上,分析了国家级新区区位选择的影响因素,并以天津市滨海新区为研究对象进行计量分析,测算了天津滨海新区对天津、唐山、廊坊、沧州以及京津冀地区的经济效应。国家级新区的区位选择从区域层面以及城市层面综合分析,区位选择主要取决于国家政策及其经济发展水平,自然因素对国家级新区的区位选择影响较小,新区所在区域、城市区位条件符合国家级新区分布格局。从空间发展水平方面看,国家级新区所在区域、城市综合支持力整体呈现从沿海向内陆、东部向西部递减格局。从国家层面的区域开发战略及城市综合区位条件方面看,国家级新区均设立在发展较好的城市,并且依托于城市群,如上海、天津、广州依托长三角城市群、京津冀城市群、珠三角城市群,集聚了重要的政策、产业、人才、资金、交通等各方面优势。并以天津滨海新区为例进行经济效应分析,结果表明,天津滨海新区经济增长与天津地区经济增长、唐山地区经济增长、廊坊地区经济增长、沧州地区经济增长以及京津冀地区的经济增长呈现长期均衡关系,滨海新区的发展对其均具有促进作用;但滨海新区只对天津地区存在经济溢出效应,对河北地区的唐山、廊坊、沧州以及京津冀整个地区不存在经济溢出效应。在今后新区的设立过程中,在新区区位选择方面应更科学严谨,切实考虑新区选址的科学性,应更注重东部发达地区与其他地区的链接作用,国家级新区更多的出现西部、中部、四大区域相接的边缘地带以及发展较好的城市群,使空间布局更加均衡。同时,加大对新区的投入力度,应给予强有力的政策支持,在管理体制、城镇化建设、资金投入及产业发展政策上不断创新,努力使国家级新区经济保持中高速增长,产业不断迈向中高端水平,实现更高质量、更加有效、更加公平、更加持续的发展,发挥新区在区域发展中的引领和示范作用。新区建设既要完善投资的软环境,也要完善投资的硬环境,以吸引全国各地更多优秀人才的加入,加速新区的经济增长,带动周边更多地区的经济发展。
[Abstract]:With preferential investment policy, abundant land supply, good living environment and perfect infrastructure, the state-level new districts have a strong attraction to the regional and urban population, capital and other essential resources. It has become a new growth pole to drive regional development. Based on the analysis of the present situation and theory of urban new area construction at home and abroad, this paper analyzes the factors affecting the location choice of national new area. Taking Binhai New area of Tianjin as the research object, the paper calculates the effects of Tianjin Binhai New area on Tianjin, Tangshan, Langfang. The economic effect of Cangzhou and Beijing-Tianjin-Hebei region. The location choice of the national new area is analyzed comprehensively from the regional level and the city level. The location choice mainly depends on the national policy and the level of economic development. The natural factors have little influence on the location choice of the national new area, the new area is located in the region and the urban location condition accords with the distribution pattern of the national new area. From the view of the level of spatial development, the new area is located at the national level. The overall urban comprehensive support power presents a decreasing pattern from coastal to inland and from east to west. From the regional development strategy at the national level and the comprehensive location conditions of cities, the state-level new districts are set up in cities with better development. And relying on urban agglomerations, such as Shanghai, Tianjin and Guangzhou, relying on Yangtze River Delta, Beijing-Tianjin-Hebei and Pearl River Delta urban agglomerations, they have gathered important policies, industries, talents, funds, The economic effects of Tianjin Binhai New area are analyzed. The results show that the economic growth of Tianjin Binhai New area is related to the economic growth of Tianjin, Tangshan and Langfang. The economic growth in Cangzhou and Beijing-Tianjin-Hebei areas shows a long-term equilibrium relationship, and the development of Binhai New area promotes it, but Binhai New area only has economic spillover effects on Tianjin and Tangshan in Hebei. There is no economic spillover effect in Langfang, Cangzhou and the whole area of Beijing-Tianjin-Hebei. In the process of establishing new area in the future, the location selection of new area should be more scientific and rigorous, and the scientific selection of new district location should be considered. More attention should be paid to the link between the developed areas in the east and other regions, and the new regions at the national level should be more developed in the western and central regions, as well as in the border areas of the four major regions, as well as in the development of better urban agglomerations, so as to make the spatial distribution more balanced. At the same time, To increase investment in the new areas, strong policy support should be given, continuous innovation should be made in the management system, urbanization construction, capital input and industrial development policies, and efforts should be made to keep the economy of the national-level new districts growing at medium and high speed. The industry continues to move to the mid-high level, to achieve higher quality, more effective, fairer and more sustainable development, and to give play to the leading and demonstration role of the new area in regional development. It is necessary to improve the soft environment for investment in the construction of the new zone. It is also necessary to improve the hard environment for investment in order to attract more talented people from all over the country, accelerate the economic growth of the new areas, and promote the economic development of more surrounding areas.
