山西省普通高校教育国际化评价指标体系研究

【摘要】：高等教育国际化已成为时代的潮流,它既是社会经济文化发展对高等教育提出的要求,也是高等教育自身健康、可持续发展的必然需要。山西高校的教育国际化尚处于起步阶段,要想跟上国际化浪潮的步伐,必须开放办学。研究并构建适用于山西高校的教育国际化评价指标体系,对于推进山西高校教育国际化进程、提升山西高校教育国际竞争力具有十分重要的意义。本文旨在构建一套适用于山西的、有山西特色的高校教育国际化评价指标体系,为山西普通高校开展教育国际化自评提供参考,帮助山西高校就国际化发展中的问题进行诊断,引导高校国际化向着社会和经济发展需要的目标健康、科学地发展。该研究细化了高等教育国际化评价,丰富了高等教育国际化评价研究,对推进山西省高校教育国际化进程具有重要作用,也为今后高等教育国际化水平的分层、分类、分区域评价提供有益参考。本文运用文献研究法、比较研究法、问卷调查法、数理统计法等研究方法,以系统论、高等教育职能理论为指导思想,通过分析山西高校国际化的现状与特点,借鉴国内外已有高等教育国际化评价指标体系的构建经验,运用德尔菲法,在征求专家意见的基础上,设计了一套具有山西特色的高校教育国际化评价指标体系,并结合山西高校教育国际化的特点,采用层次分析法为各级指标权重进行赋值。该指标包括九个一级指标:战略组织与资金、人员国际流动、课程与教学、科学研究、设施与服务、国际合作、特色项目、校园文化、国际化成果,以及十八项二级指标和四十五项三级指标。最后,在山西省内选择三所高校,以教育测量理论为指导,运用模糊综合评价模型分别对他们的教育国际化水平进行测评,并对山西高校教育国际化提出改进策略。本文的创新之处有主要有两点:其一,以山西高校作为研究对象进行教育国际化评价指标体系的研究,细化了高等教育国际化评价指标体系的理论;其二,运用层次分析法确立指标权重,是比较新颖的量化方法。
[Abstract]:The internationalization of higher education has become the trend of the times. It is not only the requirement of higher education for the development of social economy and culture, but also the inevitable need for the healthy and sustainable development of higher education itself. The internationalization of education in Shanxi colleges and universities is still in its infancy. To keep up with the trend of internationalization, it is necessary to open schools. It is of great significance to study and construct the evaluation index system of educational internationalization for Shanxi colleges and universities, which is of great significance for promoting the process of educational internationalization and promoting the international competitiveness of Shanxi colleges and universities. The purpose of this paper is to construct an evaluation index system of the internationalization of higher education in Shanxi, which is suitable for Shanxi, and to provide a reference for the self-evaluation of the internationalization of education in ordinary colleges and universities in Shanxi, and to help the colleges and universities in Shanxi diagnose the problems in the development of internationalization. To guide the internationalization of colleges and universities toward the goal of social and economic development, healthy and scientific development. The research refines the internationalization evaluation of higher education, enriches the research on the internationalization evaluation of higher education, plays an important role in promoting the internationalization process of higher education in Shanxi Province, and classifies the level of internationalization of higher education in the future. Subregional evaluation provides useful reference. This paper applies the methods of literature research, comparative research, questionnaire investigation, mathematical statistics and so on, and takes the system theory and the theory of higher education function as the guiding ideology, through the analysis of the current situation and characteristics of the internationalization of Shanxi colleges and universities. Based on the experience of constructing the evaluation index system of internationalization of higher education at home and abroad, this paper designs a set of evaluation index system of internationalization of higher education with Shanxi characteristics by using Delphi method and consulting the opinions of experts. Combined with the characteristics of the internationalization of higher education in Shanxi Province, AHP is used to assign the index weights at all levels. The indicators include nine first-level indicators: strategic organization and funding, international mobility of people, curriculum and teaching, scientific research, facilities and services, international cooperation, characteristic projects, campus culture, international achievements, As well as 18 second-level indicators and 45 third-level indicators. Finally, three colleges and universities are selected in Shanxi Province. Under the guidance of educational measurement theory, the level of internationalization of education is evaluated by fuzzy comprehensive evaluation model, and the improvement strategies are put forward for the internationalization of education in colleges and universities in Shanxi province. The innovation of this paper has two main points: first, take Shanxi universities as the research object to study the evaluation index system of the internationalization of higher education, and refine the theory of the evaluation index system of the internationalization of higher education; second, Using AHP to establish index weight is a novel method of quantification.
