转型期多重利益驱动下的地方政府行为研究

【摘要】：《转型期多重利益驱动下的地方政府行为研究》是一个理论性和现实性都较强的研究课题。其理论意义在于，地方政府是制度经济学研究范畴中的一个重要行为主体，在制度变迁中具有不可替代的作用，对我国经济转型过程的深入研究离不开对地方政府的密切关注；其现实意义在于，我国地方政府行为本身正在发生明显的变化，呈现一些重要特征，很多经济社会现象的发生都使地方政府处在风口浪尖上，而在如何认识和把握地方政府行为特征和演进趋势上目前存在着很大争议，不管是从全国改革进程的推进还是地方经济制度的创新的目标出发，都有必要对地方政府的行为特征做出更深层次的分析。确立这样一个研究题目的根本意图可概括为：在我国经济社会转型过程中，地方政府是一个承担特殊职能、发挥重要作用的社会组织，是经济制度的重要组成部分，地方政府的行为方式、行为特征、行为效果对于地方以至全国经济发展、经济转型、制度创新都具有直接和重要的影响。本课题从制度经济学的角度，利用成本收益比较的基本方法，通过比较深入的研究和分析，提出相对完整的理论框架和结论观点，重点解决好以下几个方面的基本问题：地方政府行为究竟由什么因素影响和决定，影响和决定的过程怎样，怎样从行为决定机制入手研究改进地方政府行为的目标和路径，推进经济社会转型和整个经济制度创新，等等。全篇基本的研究路线或者研究的基本结构是：首先对研究对象、研究内容、研究方法进行必要的界定和规范，，明确转型期我国地方政府行为这样一个基本的研究对象，以及利益驱动这样一个基本的研究工具，确定用制度经济学的基本理论和方法剖析地方政府的行为特征和行为决定过程；然后比较系统和有重点地对相关领域有代表性的研究成果进行综述；在此基础上，进入本研究的核心内容，即提出并建立转型期地方政府行为多重利益驱动理论，同时再研究政治、经济因素是怎样影响多重利益驱动机制的作用过程以及地方政府行为变化调整，共同构成地方政府行为多重利益驱动理论；在随后的部分中，重点研究我国转型期地方政府主要行为特征，尤其是分析利益驱动机制究竟怎样决定地方政府的改革、发展、稳定的基本行为。最后，再从实证分析的角度研究在不同地区多重利益驱动
[Abstract]:The study of Local Government behavior driven by multiple interests in the transition period is a theoretical and realistic research topic. Its theoretical significance lies in. Local government is an important behavior subject in the field of institutional economics research, which plays an irreplaceable role in the institutional change. The in-depth study on the process of economic transformation of our country can not be separated from the close attention of local government. Its practical significance is that the local government behavior itself is obviously changing, showing some important characteristics, a lot of economic and social phenomena have made the local government at the top of the wave. However, there are many controversies on how to understand and grasp the characteristics and evolution trend of local government behavior, whether from the promotion of the national reform process or the goal of innovation of local economic system. It is necessary to make a deeper analysis of the behavior characteristics of local governments. The basic intention of establishing such a research topic can be summarized as follows: in the process of economic and social transformation in China. Local government is a special function, play an important role in the social organization, is an important part of the economic system, local government behavior, behavior characteristics. The effect of behavior has direct and important influence on local and national economic development, economic transformation and institutional innovation. From the perspective of institutional economics, this topic makes use of the basic method of cost-benefit comparison. Through more in-depth research and analysis, put forward a relatively complete theoretical framework and conclusion, focus on solving the following aspects of the basic problems: what factors affect and determine the behavior of local governments. What is the process of influence and decision, how to study the goal and path of improving the behavior of local government from the behavioral decision mechanism, and how to promote the economic and social transformation and the innovation of the whole economic system, and so on. The whole basic research route or the basic structure of the study is: first of all, the research object, research content, research methods are defined and standardized. Clear the transition period of our country local government behavior such a basic research object, as well as interest driven such a basic research tool. The basic theories and methods of institutional economics are used to analyze the behavior characteristics and behavior decision process of local government. Secondly, it systematically and emphatically summarizes the representative research results in related fields. On this basis, into the core of this study, that is, to put forward and establish the transition period of local government behavior multi-interest driving theory, and at the same time to study politics. How economic factors influence the process of multi-interest driving mechanism and the change and adjustment of local government behavior together constitute the multi-interest driving theory of local government behavior; In the following part, it focuses on the main behavior characteristics of local governments in the transition period of our country, especially the analysis of how the interest driven mechanism determines the basic behavior of local government reform, development and stability. And then from the perspective of empirical analysis to study the multiple interests in different regions driven by multiple interests
