毛泽东、邓小平、江泽民区域经济发展战略比较研究

【摘要】：区域经济发展战略是国家为改善经济活动的空间分布、促进国内各地区经济均衡、有效发展而采取的各项政策措施。缩小地区差距，实现区域经济协调、健康发展，达到共同富裕，始终是中共三代领导人追求的战略目标。根据不同时期的国际环境和国内条件，毛泽东、邓小平、江泽民分别实施了不同的区域经济发展战略：毛泽东以内地建设为重点，实施均衡发展战略；邓小平以东部沿海地区为重点，实施非均衡发展战略；江泽民以西部大开发为重点，，实施协调发展战略。这三种战略都体现了各地区协调发展、共同富裕的良好愿望，在本质上是一脉相承、不容分割的。但在时代背景、主要任务、目标模式、运行机制、实施效果等方面又有着根本的不同。本文通过对毛泽东、邓小平、江泽民区域经济发展战略的比较分析，总结不同发展战略实施的经验教训，探索区域经济政策阶段性变化的规律，得出具有指导性意义的六点启示：区域政策必须服从宏观经济大局，是实施区域经济发展战略的基本前提；“效率优先，兼顾公平”是正确处理区域经济发展矛盾的根本原则；市场与计划相结合的调节机制是区域经济发展的关键；加强制度建设是区域经济顺利发展的重要保障；“中部塌陷”是制约区域经济协调发展的潜在瓶颈；科学发展观是区域经济协调发展的重要指导思想。以五个统筹为基础构筑的科学发展观，不仅对于当前实施的“三极联动”区域经济发展战略，而且对于建成完善的更具活力和更加开放的社会主义市场经济体制，促进经济社会全面协调发展均具有重要而深远的指导意义。
[Abstract]:The strategy of regional economic development is a kind of policy measures adopted by the state to improve the spatial distribution of economic activities, promote the economic balance and effective development of all regions in the country, narrow the regional gap, realize regional economic coordination, and develop healthily. Achieving common prosperity has always been the strategic goal pursued by the three generations of CPC leaders. According to the international and domestic conditions of different periods, Mao Zedong, Deng Xiaoping, Jiang Zemin has carried out different strategies of regional economic development: Mao Zedong, focusing on the construction of the interior, implementing the strategy of balanced development, Deng Xiaoping, focusing on the eastern coastal areas, implementing the strategy of unbalanced development; Jiang Zemin, focusing on the large-scale development of the western region, has implemented the strategy of coordinated development. These three strategies all embody the good desire of all regions to develop harmoniously and to be prosperous together. In essence, they are in the same vein and cannot be separated. But in the background of the times, the main tasks are, There are fundamental differences in target mode, operation mechanism, implementation effect and so on. Based on the comparative analysis of the regional economic development strategies of Mao Zedong, Deng Xiaoping and Jiang Zemin, this paper summarizes the experiences and lessons of the implementation of different development strategies, and explores the law of the periodic changes of regional economic policies. Six enlightenments of guiding significance are obtained: regional policy must serve the overall situation of macro-economy, is the basic premise of implementing the strategy of regional economic development, "efficiency first, taking account of fairness" is the fundamental principle of correctly dealing with the contradiction of regional economic development; The regulation mechanism combining market with plan is the key of regional economic development, strengthening the system construction is an important guarantee for the smooth development of regional economy, "central collapse" is the potential bottleneck restricting the coordinated development of regional economy. The scientific concept of development is an important guiding ideology for the coordinated development of regional economy. The concept of scientific development, which is based on the five overall plans, is not only for the current implementation of the "three poles linkage" strategy for regional economic development, but also for the establishment of a more dynamic and open socialist market economy system. To promote the overall and coordinated economic and social development has an important and far-reaching guiding significance.
