萨戈夫对环境经济学的伦理批判

【摘要】：环境经济学不论在东方还是在西方,都是一个新兴的学科,但却很快被应用于社会对环境的开发和保护,用于解决越来越突出的环境与发展问题,并产生了巨大影响,以至于世界各个国家和地区都以环境经济学的理论作为制定环境政策和确定开发环境方案的依据。但众多学者很快发现,环境经济学并没有很好的解决人类经济发展和环境之间的矛盾,在更多的情况下环境经济学在通过利用环境为人类谋求经济利益,并没有真正的保护环境。在这样的背景下,很多致力于环境保护的学者开始探查环境经济学存在的问题,并对环境经济学进行批判。马克·萨戈夫(Mark Sagoff)就是这些学者中的一员。他站在弱人类中心主义的立场上,提出了环境经济学存在的伦理局限,并对环境经济学的目标、概念、方法进行了逐一分析和批判。萨戈夫的观点具有很强的说服力,但通过分析可以发现其观点仍然存在困境,也因此拥有改进的可能性。困境的存在并不影响他的批判产生的意义。对环境经济学的批判源于依据环境经济学理论制定的环境政策不能真正的保护环境,所以对环境经济学的批判势必对环境政策的制定产生影响。对环境经济学的弱人类中心主义批判,能够促使我们在制定环境政策过程中改变环境政策的价值取向、分析手段和现实效果,使环境政策在保证人类经济发展的同时,也充分考虑环境生存和发展的诉求。
[Abstract]:Environmental economics is a new subject both in the east and in the west, but it is quickly applied to the development and protection of the environment in society, which is used to solve the increasingly prominent environmental and development problems, and has had a great impact. Therefore, all countries and regions in the world take the theory of environmental economics as the basis for making environmental policies and defining environmental development plans. However, many scholars soon found that environmental economics did not solve the contradiction between human economic development and environment. In more cases, environmental economics is seeking economic benefits for mankind by using environment. There is no real protection of the environment. In this context, many scholars devoted to environmental protection began to explore the problems of environmental economics and criticize environmental economics. Mark Sagoff is one of these scholars. Standing on the position of weak anthropocentrism, he put forward the ethical limitation of environmental economics, and analyzed and criticized the goal, concept and method of environmental economics one by one. Saagov's view is very persuasive, but through analysis, we can find that there is still a dilemma, and therefore there is a possibility of improvement. The existence of predicament does not affect the significance of his criticism. The criticism of environmental economics originates from the fact that the environmental policies formulated according to the theory of environmental economics cannot really protect the environment, so the criticism of environmental economics is bound to have an impact on the formulation of environmental policies. The criticism of weak anthropocentrism in environmental economics can urge us to change the value orientation of environmental policy, analyze the means and practical effects in the process of making environmental policy, and make environmental policy ensure the development of human economy at the same time. Also fully consider the environmental survival and development of the demand.
