【摘要】： 制度创新理论属于制度经济学派研究的一个重要的内容，发展至今，制度创新也已经成为当今理论界和社会主义建设中的一个重要课题。因此研究制度创新机制，如何提高创新主体的创新积极性、主动性便成为一个迫切的话题。机制泛指一个工作系统的组织或部分之间相互作用的过程和方式。本文主要就是从制度创新机制入手，对制度创新机制的纵向结构和功能进行了剖析。对其组成的三个要素：制度创新系统、制度创新运行过程、制度创新的方法方式进行了有益的理论探索。制度创新系统是创新机制得以存在和一切功能得以实现的承载体。它是由信息子系统、决策子系统、咨询子系统、执行子系统、反馈子系统组成的，虽然各个子系统都有其特有的结构和功能，但它们是相互配合，相互协调的，共同整合于制度创新这个大系统中。制度创新的运行过程是制度创新机制各个功能得以展开的动态展示，其运行过程的顺畅和效率取决于各个子系统之间的功能耦合度。制度创新过程体现了一个从目标确立、方案设计、方案择优、方案实施和反馈这样一个有条不紊，反复循环的过程。如何促使整个创新过程程序化、科学化、高效化，也就成了提高整个创新机制的活力的重要问题。制度创新的科学方法、方式主要指的是创新主体在创新活动中所运用的各种科学的手段和途径。本文论述了在政策制定中，几种被经常运用的创新思维方法及其作用；探讨了几种不同的制度创新方式，如制度的借鉴移植、继承综合等；并且，结合有关章节论述了在加入了WTO和开始步入知识经济社会以后，我国制度创新机制应如何完善的途径。
[Abstract]:The theory of institutional innovation is an important part of the study of the school of institutional economics. So far, institutional innovation has become an important subject in the field of theory and socialist construction. Therefore, it becomes an urgent topic to study the system innovation mechanism and how to improve the innovation enthusiasm of the innovation subject. Mechanisms generally refer to the process and manner in which an organization or part of a work system interacts. This paper analyzes the vertical structure and function of institutional innovation mechanism. This paper makes a beneficial theoretical exploration of the three elements: the system of system innovation, the process of system innovation and the method of system innovation. Institutional innovation system is the carrier of the existence of innovation mechanism and the realization of all functions. It is composed of information subsystem, decision subsystem, consultation subsystem, executive subsystem and feedback subsystem. Although each subsystem has its unique structure and function, they cooperate and coordinate with each other. Common integration in the large system of institutional innovation. The running process of institutional innovation is a dynamic display of the various functions of the system innovation mechanism. The smooth and efficient operation of the system innovation mechanism depends on the degree of functional coupling between the subsystems. The process of institutional innovation embodies an orderly and repeated cycle process from the goal setting, the scheme design, the scheme selection, the scheme implementation and the feedback. How to make the whole process of innovation programmed, scientific and efficient has become an important issue to improve the vitality of the whole innovation mechanism. The scientific method of system innovation mainly refers to all kinds of scientific means and approaches used by innovation subject in innovation activities. This paper discusses several innovative thinking methods and their functions that are often used in policy making, discusses several different ways of institutional innovation, such as institutional reference and transplantation, inheritance synthesis, and so on. This paper discusses how to perfect the system innovation mechanism of our country after joining WTO and stepping into the knowledge economy society.
