公共养老金制度与经济增长——理论、实践与政策研讨

【摘要】:养老金制度是社会保障制度中的重要组成部分,国际上养老金制度并没有统一的模式,大体可分为现收现付制、基金积累制和混合制。理论界对养老金制度的选择有绝然不同的观点。 在面临人口老龄化所带来的养老金支付困难时,世界各国的公共养老金体制开始从国家财政中脱离出来,国家尽量减少承担未来支付养老金的责任,而把这种责任转向企业或个人。 这些国家这样做有无理论依据?难道政府仅是为了减少其过去承诺的责任吗?养老金制度的改革对一国的宏观经济有何影响?公共养老金制度对一国的经济增长或劳动生产率的影响是有利还是有弊?公共养老金制度的制定和改革的综合效果是否形成了养老金制度——储蓄——投资——产出——福利水平改进的传动效应? 本文从公共养老金制度对经济增长的影响角度着手进行经济分析,把现收现付制公共养老金作为分析对象,把养老金的关键指标缴费率同经济增长的关键指标劳动生产率、生育率关联起来,建立模型,以加深我们对公共养老金制度发展和改革的理解。 第一章简要分析了公共养老金制度的形成、发展及当前的困境。 第二章用一般经济学的原理分析了养老金制度对经济增长的影响。 第三章在世代交叠模型的基础上建立了公共养老金制度与经济增长的内生机制模型,,分析了公共养老金制度与劳动生产率增长、与分配效率的关系,本文的分析并不强调要将现收现付制公共养老金过渡到一个完全基金式的养老金计划,而是重点研究了公共养老金制度对劳动生产率的增长率、生育率及经济增长因子的影响,对公共养老金制度立法进行了探讨。 第四章对公共养老金制度改革对经济增长的影响问题进行了研讨,从此中的分析,我们的一个基本发现是:由一个现收现付的公共养老金制度向一个完全基金制的养老金制度转轨对经济的增长可能是有害的,不仅对发达国家而言如此(它们正经历低增长),对发展中国家而言也是如此(它们面临人口过剩)。通过建立的经济模型,帮助我们解释发展中国家最近的养老金制度改革中所产生的实践或认识的问题。 在前四章的基础上,本文第五章从国际经验分析的视角对国际养老金制度改革和实践进行了分析和解释,特别地,对转型中经济国家的公共养老金制度的实践和改革进行了研究;在第六章就中国的养老金制度改革中的有关问题进行了理论探讨并提出个人建议。
[Abstract]:Pension system is an important part of social security system. There is no uniform model in international pension system, which can be divided into pay-as-you-go system, fund accumulation system and mixed system. The theorists have totally different views on the choice of pension system. Faced with the difficulty of paying pensions brought about by an ageing population, public pension systems around the world have begun to break away from national finances, and the state has minimized the burden of paying pensions in the future. And turn this responsibility to the enterprise or the individual. Is there a theoretical basis for these countries to do so? Is the Government merely trying to reduce the responsibilities it has promised in the past? What is the impact of pension reform on a country's macroeconomic situation? Does the public pension system have a positive or negative impact on a country's economic growth or labour productivity? Is the combined effect of the formulation and reform of the public pension system the driving effect of the improvement of the pension system-savings-investment-output-welfare? From the point of view of the influence of public pension system on economic growth, this paper analyzes the public pension on the basis of pay-as-you-go system, and takes the contribution rate as the key index of pension and the labor productivity as the key indicator of economic growth. The fertility rate is linked and modeled to deepen our understanding of the development and reform of the public pension system. The first chapter briefly analyzes the formation, development and current predicament of public pension system. The second chapter analyzes the influence of pension system on economic growth with the principle of general economics. The third chapter establishes the endogenous mechanism model of public pension system and economic growth on the basis of overlapping model of generations, and analyzes the relationship between public pension system and labor productivity growth, and distribution efficiency. This paper does not emphasize the transition from pay-as-you-go public pension to a fully funded pension scheme, but focuses on the effects of public pension system on the growth rate of labor productivity, fertility rate and economic growth factors. The legislation of public pension system is discussed. The fourth chapter discusses the impact of public pension system reform on economic growth. One of our basic findings is that the transition from a pay-as-you-go public pension system to a fully funded pension system could be detrimental to economic growth, not just for developed countries, which are experiencing low growth. The same is true for developing countries, which face overpopulation. Through the established economic model, it helps us to explain the practical or cognitive problems arising from the recent pension system reform in developing countries. On the basis of the first four chapters, the fifth chapter analyzes and explains the reform and practice of the international pension system from the perspective of international empirical analysis. This paper studies the practice and reform of the public pension system in the countries with economies in transition. In the sixth chapter, the author makes a theoretical discussion on the reform of China's pension system and puts forward some personal suggestions.
