潍坊市经济增长与近岸水环境污染关系研究

【摘要】： 一个地区经济增长的规模和速度,不可避免地会对该地区的环境质量产生影响,环境问题反过来对经济增长产生反作用。潍坊是我国14个环渤海经济圈城市之一,近年来人均GDP平均年增长达16.4%。潍坊市经济的发展得利于近岸实施的招商引资政策,引来大量高能耗、高污染的工业项目,经济发展的进程不可避免与水环境变化相伴随,第二产业比例的增加,第三产业比例的降低,近岸污染也随之加大,其环境与经济增长之间的关系如何关系到潍坊的可持续发展。本文通过环境库兹涅茨曲线理论所提出的数理模型和潍坊市相应的有关数据,分析出潍坊市人均GDP与污水排放总量、工业废水排放量、生活用水量、石油类浓度和化学耗氧量浓度显著相关,且石油类与人均GDP呈倒U型,不再随着经济增长而增长,化学耗氧量、工业废水排放量、生活用水量和污水排放总量呈现出随着经济增长而继续增大趋势。通过近岸海域水环境与经济的库兹涅茨曲线模型分析,潍坊市水环境与经济发展正处于“污染时代”。污染的防治和恢复必须采取“全过程控制”与“末端治理”相结合的策略,从经济社会发展的宏观层次到企业清洁生产,以最大限度减少污染物排放、消除污水中的各种有害物质及实施污水资源化为目标,全面走生态化道路。
