新型城市化与产业结构的互动性关系研究

【摘要】： 经历了改革开放30年的风雨坎坷,中国经济得到长足的发展和飞跃,城市化水平大大提高,但是在当前的城市化进程中存在着诸多问题：粗放式的经济增长模式使中国城市发展资源紧缺、城市生态环境恶化、城市体系不合理、城市功能和集聚能力低、城市产业同构等。伴随着2002年十六大新型工业化发展道路的提出,新型城市化这一概念也逐渐引起国内学术界的关注。新型城市化是社会城市化与经济城市化的统一,既强调内涵式发展又强调外延式发展,社会城市化作为一种社会变迁的城市化过程,经济城市化作为一个经济现象的城市化过程,内涵式强调资源的有效流动与分配、经济结构的深化与转型,外延式强调城市化过程中城市与乡村的融合,地理空间上的区域经济的融合。产业结构理论实质是用于指导现实经济发展的一门学科,针对中国的微观基础是不完善的市场,产业结构调整具有特殊性。研究城市化与产业结构互动发展的著作颇多,但偏重于政策性指导和以某个区域作为研究对象,对研究中国整体性的新型城市化的推进还有待于更深一步的丰富和充实,故本文在已有的城市化与产业结构互动发展的研究基础上,总结新型城市化与产业结构互动发展的作用机理,并且建立相关的指标衡量体系,结合数据对新型城市化与产业结构的互动发展进行了实证性研究,得出两者的互动性具有反应快速、记忆性差与互动性的影响力度不均衡的特点,引出新型城市化与产业结构互动性关系的实现路径,即推进农业产业化和城市产业结构高级化、加快城市职能的转型、形成都市圈经济、深化社会城市化、政府与市场相结合的路径,并提出相关政策建议。
[Abstract]:After 30 years of reform and opening up, China's economy has been greatly developed and leapt, and the level of urbanization has been greatly improved. However, there are many problems in the current urbanization process: the extensive economic growth model makes the urban development resources scarce, the urban ecological environment deteriorating, the urban system unreasonable, the urban function and the agglomeration ability low. Urban industry isomorphism and so on. Along with the 16th National Congress of 2002, the road of new industrialization development was put forward. The concept of new urbanization has gradually attracted the attention of the domestic academic community. The new type of urbanization is the unity of social urbanization and economic urbanization, which emphasizes both the implicit development and the extension development. Social urbanization as a social change of urbanization process, economic urbanization as an economic phenomenon of urbanization process, the connotation of the effective flow and distribution of resources, the deepening and transformation of economic structure. The extension emphasizes the integration of cities and villages in the process of urbanization and the integration of regional economy in geographical space. The theory of industrial structure is a discipline used to guide the development of real economy. In view of the imperfect market and the particularity of the adjustment of industrial structure, there are many works on the interactive development of urbanization and industrial structure. However, the emphasis on policy guidance and a certain region as the research object, the promotion of the study of China's overall new urbanization still needs to be further enriched and enriched. Therefore, based on the existing research on the interactive development of urbanization and industrial structure, this paper summarizes the mechanism of the interactive development of new urbanization and industrial structure, and establishes the relevant index measurement system. Based on the data, this paper makes a empirical study on the interaction between new urbanization and industrial structure, and draws the conclusion that the interaction between the two has the characteristics of rapid response, poor memory and uneven interaction. It leads to the realization of the interactive relationship between new urbanization and industrial structure, that is, to promote the industrialization of agriculture and the upgrading of urban industrial structure, to accelerate the transformation of urban functions, to form the metropolitan economy, and to deepen social urbanization. The combination of the government and the market path, and put forward relevant policy recommendations.
