技术创新社会成本测算指标体系初探

【摘要】：引入技术创新社会成本的概念,认为技术创新社会成本具有多边外部性、全过程性和隐蔽性的特点。基于三维(路径维、功能维、环境维),建立了技术创新社会成本测算指标分析模型,进而尝试设计开发技术创新社会成本测算指标体系,并将之整合为身心健康损失、环境恶化成本、生物多样性损失、自然资源消耗增量损失、失业成本和公共安全风险。
[Abstract]:Introducing the concept of social cost of technological innovation, the author holds that the social cost of technological innovation has the characteristics of multilateral externality, full process and concealment, based on three-dimensional (path dimension, functional dimension, environmental dimension). This paper establishes an index analysis model of social cost of technological innovation, and then tries to design and develop an index system of measuring social cost of technological innovation, and integrates it into loss of physical and mental health and cost of environmental deterioration. Loss of biodiversity, incremental loss of natural resource consumption, cost of unemployment and public security risks.
