国防费与经济关系研究

【摘要】： 本文共分四个部分。第一部分从国防费的基本问题入手,介绍国防费的内涵、本质、国防费规模及其影响因素、国防费的结构和国防费管理。第二部分以马克思经典作家的有关论述为理论依据,运用军事学、经济学理论,对国防费与经济关系进行理论分析和探讨,详细阐述国防费与经济关系的相互作用。第三部分从我国国防费现状出发,运用比较分析法,通过图表、数据对我国军费与其它国家军费在GDP、国家财政支出以及军费结构和军费管理等方面进行了比较分析,指出目前我国存在的问题与不足。第四部分提出促进国防与经济协调发展的对策建议。结合我国国防费与经济关系存在的现实问题,就如何促进国防与经济协调发展,提出国防费要与经济发展同步,加快国防费结构优化速度、强化国防费管理、提高国防费的使用效益,以及争取军需与民用相结合等措施,促进国防与经济协调发展。
[Abstract]:This paper is divided into four parts. The first part introduces the connotation, essence, scale and influencing factors of defense expenditure, the structure and management of defense expenditure. The second part is based on the relevant exposition of Marx's classical writers, using the theory of military science and economics to analyze and discuss the relationship between defense expenditure and economy in theory, and elaborate the interaction between defense expenditure and economy in detail. The third part starts from the present situation of our country's defense expenditure, applies comparative analysis method, through the chart, the data has carried on the comparative analysis to our country's military expenditure and other countries' military expenditure in the aspects of GDP, the national financial expenditure, the military expenditure structure and the military expenditure management and so on. The existing problems and shortcomings in China are pointed out. Part 4th puts forward countermeasures and suggestions to promote the coordinated development of national defense and economy. In view of the practical problems existing in the relationship between defense expenditure and economic development in China, it is proposed that defense expenditure should be synchronized with economic development in terms of how to promote the coordinated development of national defense and economy. We should speed up the optimization of the defense expenditure structure, strengthen the defense expenditure management, improve the efficiency of the use of defense expenditure, and strive for the integration of military supplies with civil use, so as to promote the coordinated development of national defense and economy.
