中国转型期反腐介廉的经济思想研究

【摘要】：改革开放以来,随着经济体制从计划经济向社会主义市场经济转轨,我国社会生活的各个方面逐步进入转型期。转型期一个突出的社会问题就是腐败现象的严重滋生蔓延。在转型期反腐倡廉的实践中,在学者们关于转型期反腐倡廉的研究中,反映和体现了较为丰富的反腐倡廉的经济思想。本文从经济思想史的角度,运用马克思主义的立场、观点和方法,以邓小平理论和“三个代表”重要思想为指导,在查阅大量文献资料的基础上,第一次比较全面、系统地对我国转型期反腐倡廉的经济思想进行总结、梳理和阐述。本文首先介绍了转型期腐败现象滋生蔓延的社会背景及基本情况,然后按照思想发展的逻辑顺序,分八个专题对转型期反腐倡廉的经济思想进行总结和论述。先是归纳、阐述了什么是经济学意义上腐败概念,接着总结、阐述了腐败产生的经济原因、腐败对经济发展的恶劣影响。在反腐倡廉涉及经济方面的策略、措施和指导思想中,本文运用经济学的一些理论,从宏观到微观,分围绕经济建设开展反腐倡廉、规范职务消费和收入分配、透明反腐、提高反腐倡廉的资源配置效率、运用市场经济的手段从源头上治理腐败等专题进行了总结和论述。最后将转型期反腐倡廉的经济思想放入历史时空的大背景中进行评析,提出本文的观点。
[Abstract]:Since the beginning of reform and opening up, with the transition of the economic system from a planned economy to a socialist market economy, Various aspects of social life in our country gradually enter into the transition period. A prominent social problem in the transition period is the serious breeding and spreading of corruption. In the practice of combating corruption and promoting clean government in the transition period, the scholars have studied the fight against corruption in the period of transformation. Reflects and embodies the relatively rich economic thought of fighting corruption and advocating clean government. This paper, from the angle of the history of economic thought, applies the position, viewpoint and method of Marxism, under the guidance of Deng Xiaoping's theory and the important thought of "three represents," and on the basis of consulting a great deal of literature and materials, for the first time, it is relatively comprehensive. This paper systematically summarizes, combs and expounds the economic thought of anti-corruption and advocating clean government in the transition period of our country. This paper first introduces the social background and basic situation of corruption in the transitional period, and then, according to the logical sequence of ideological development, summarizes and discusses the economic thought of anti-corruption in the transition period. This paper expounds what is the concept of corruption in the sense of economics, then summarizes the economic causes of corruption, and expounds the bad influence of corruption on economic development. This paper applies some theories of economics, from macro to micro, to carry out anti-corruption measures around economic construction, standardize duty consumption and income distribution, transparently fight corruption, and improve the efficiency of resource allocation in combating corruption and promoting clean government. This paper summarizes and discusses the topics of controlling corruption from the source by the means of market economy. At last, it puts the economic thought of fighting corruption and advocating honesty in the background of historical time and space for comment, and puts forward the viewpoint of this paper.
