区域优势的理论分析与评价模型

【摘要】： 区域优势是区际劳动分工的基础，正确认识和发挥区域优势，形成特色经济，参与国内外分工与协作是区域经济快速发展的最佳途径。现有优势理论主要是从企业生产角度提出的，仅注重区域的经济优势，忽视了涵盖社会和谐与环境友好的区域综合优势。这是酿成当代区域不可持续发展的一个重要原因。因此，本文站在区域可持续发展的整体角度，运用耗散结构理论、流场论、流量经济学等原理，把区域看成社会—经济—自然大系统，从系统整体角度界定区域优势概念，探讨其影响因素，提出区域优势熵理论，包括熵流模型、形成与演化模型和绩效模型，提出用负熵统筹反映区域综合优势，包括经济优势、社会优势和自然优势。这一思路符合科学发展观。在此基础上，提出熵流法、改进的因素法和绩效法分别测定区域的综合优势、条件和能力优势以及显性优势，提出科学评价区域优势的改进的熵正交投影法。然后，提出验证区域优势熵理论的原理和区域优势判别原理。最后，对湘鄂渝黔边区做实证研究，界定其优势，同时验证本文提出熵理论、评价模型和改进的正交投影法的科学性和应用性，并相应结合边区区情，提出提升其优势的对策措施。全文共分七大部分，具体安排如下。第一部分，介绍论文选题的时代背景和现实意义，梳理和简评国内外区域优势理论与评价方法的研究现状，提出用复杂系统理论研究区域综合优势的思路、方法和框架。第二部分，论证区域是复杂系统，具有耗散结构特征，可用熵表示区域系统结构功能的有序度。第三部分，在理论研究上，系统构建了区域优势熵理论。首先界定区域优势概念，提出用负熵统筹反映区域综合优势，建立区域优势熵流模型，指出负熵是由区域所吸引并利用的人力资源、资金、物质、技术和信息流共同耦合形成的。其次，完善了形成与演化模型和绩效模型，认为制度、产业竞争力、科技创新能力、生态环境等七大要素决定区域优势。然后，提出熵流模型是主体和核心，形成与演化模型为动力机制，绩效模型反映运行结果。最后，提出评价区域优势的熵流法、因素法和绩效法的原理，阐述了熵流法能更准确测定区域综合优势，因素法测定区域条件和能力优势，，绩效法测定区域显性优势。第四部分，在定量研究上，建立区域优势熵流评价模型。把负熵定量化，提出区域获得的负熵为：系统获得的流量(密度)乘以该流的吸引力。在此基础上，建立了人流、资金流、物质流、技术流和信息流，以及相应吸引力的评价指标体系；利用流量与吸引力的关系，提出两种计算流量、吸引力及负熵的方法。在评价方法研究上，提出改进的熵向量正交投影法的原理、计算方法和步骤。第五部分，提出验证区域优势熵理论的原理和步骤，阐述了因素法和绩效法的计算原理、步骤，系统地建立其评价指标体系；提出区域优势的判别原理。第六部分，实证分析湘鄂渝黔边区优势，得出湘西州为优势区，恩施州为高潜力区，黔江地区为中潜力区，铜仁地区属劣势区。同时结果也表明用负熵能较好地反映区域综合优势度，验证了熵理论、评价模型和评价方法的科学性和应用性，得出产业竞争力、制度和生态环境是边区优势的关键因素，创新能力、人力资源、基础设施、思想开放程度和区域市场规模也是重要影响因素。最后提出发展边区特色产业、加快经济体制改革、保护生态环境、扩大对外技术合作交流、积极发展教育引进和培养人才，以及解放思想培养先进文化等六大对策措施，提升边区综合优势，促进其经济发展。论文最后，总结本文的研究内容和创新点，展望未来的研究计划。
[Abstract]:Regional advantage is the basis of regional division of labor, the correct understanding and use of regional advantages, the formation of characteristic economy, to participate in international division of labor and cooperation is the best way to the rapid development of the regional economy. The current advantage theory was put forward from the angle of enterprise production, only focus on regional economic advantages, ignoring the regional comprehensive advantage covering social harmony and environment friendly. This is an important result in regional sustainable development.
Therefore, this paper stands in the perspective of the whole field of regional sustainable development, using the theory of dissipative structure theory, economics principle, flow, the region as a social economic natural system, defines the concept of regional advantage from the angle of the whole system, to explore its influencing factors, put forward the regional advantage entropy theory, including entropy flow model, form model and the performance model and evolution, proposed uses negative entropy to reflect regional comprehensive advantage, including economic advantage and social advantage and natural advantages. This idea is in line with Scientific Outlook on Development. On this basis, the proposed entropy flow method, modified factors method and performance method in the determination of the comprehensive advantages of the region respectively, and the ability and the advantages of dominant advantage, put forward a modified orthogonalized projection method of evaluating regional advantage. Then, put forward the principle and verification of regional advantage entropy theory of regional advantage discrimination principle. Finally, the xiang-e-yu-qian border region to do An empirical study on the definition, its advantages, and verify the proposed entropy theory, orthogonal projection evaluation model and improved the science and application, and combined with the corresponding border area, and put forward the countermeasures to improve the advantage.
The full text is divided into seven parts, and the specific arrangement is as follows.
The first part introduces the background and significance, research status inside and outside the country on combing and regional advantage theory and evaluation method, put forward the comprehensive advantages of complex system to study regional ideas, methods and framework.
In the second part, it is proved that the region is a complex system with the characteristics of dissipative structure, and the entropy is used to express the order of the structure function of the regional system.
The third part, in theory, the system constructs regional advantage entropy theory. Firstly, defines the concept of regional advantage, proposed uses negative entropy to reflect regional comprehensive advantage, the establishment of regional advantage entropy flow model, pointed out that the negative entropy is attracted by regional and the use of human resources, capital, material, technology and information flow coupling form. Secondly, improve the model and performance model, the formation and evolution of that system, industrial competitiveness, technological innovation, ecological environment and other seven elements of the regional advantage. Then, the entropy model is the core and subject, formation and evolution model is the dynamic mechanism, performance model to reflect the results. Finally, the evaluation of regional advantage the entropy flow method, principle factors method and performance method, elaborated the entropy flow method can more accurate determination of regional comprehensive advantage, regional conditions and ability factors determination method, determination of regional dominant performance method Advantage.
The fourth part, in the quantitative research, the establishment of regional advantage entropy flow evaluation model. The negative entropy quantification, negative entropy is obtained: the proposed regional system to obtain the flow (density) multiplied by the attraction of this stream. On this basis, the establishment of flow, capital flow, material flow, technology flow and information flow, and the attractiveness of the corresponding evaluation index system; the relationship between the flow and the attractiveness of the proposed two methods for calculating flow, attraction and negative entropy.
In the study of the evaluation method, the principle of the improved entropy vector orthogonal projection method, the calculation method and the steps are put forward.
The fifth part puts forward the principles and steps of verifying the theory of regional advantage entropy, expounds the calculation principles and steps of factor method and performance method, systematically establishes its evaluation index system, and puts forward the discrimination principle of regional superiority.
The sixth part, the empirical analysis of xiang-e-yu-qian border region advantage, that Xiangxi was the dominant area, Enshi is high potential region, Qianjiang area in the potential region, Tongren area is inferior region. The study also shows that negative entropy can reflect regional advantage well, verify the entropy theory, model and evaluation method evaluation of the science and application of the system of industrial competitiveness, and the ecological environment is the key factor of regional advantage, innovation ability, human resources, infrastructure, factors of openness of ideology and regional market scale is an important influence. Finally, developing characteristic industries, speeding up the reform of economic system, ecological environment protection, expand cooperation and exchange with foreign countries the development of educational technology, and actively introducing and cultivating talents, and cultivate advanced culture of emancipating the mind and other six measures to enhance the comprehensive advantages, promote the economic development.
