论公平及其对效率的作用

【摘要】： 对“效率优先、兼顾公平”原则的辨析使公平和效率再度成为当今社会的一大热点和焦点话题。论述公平和效率的各种著作、文章数量之多,用汗牛充栋表示也绝不为过。人们一致认为,公平对效率有着不可忽视的促进作用,是效率的动力源泉。但理论界对于公平为什么能对效率有促进作用、公平又是通过什么途径作用于效率来达到促进作用这二个重要问题却没有给予相应的重视,至今没有进行科学详尽的论证。本人试图从哲学角度对公平促进效率的作用机制等问题进行初步的梳理和分析,以进一步推进这方面的理论研究,为构建公平正义的社会主义和谐社会略尽绵薄之力。本文以历史唯物主义作为研究的基本方法,在明确界定公平和效率的内涵和辨析公平和效率的辩证关系的前提下第一次清楚地指出公平是通过评价、衡量人与人之间的利益关系后并做出相应的协调,使所有人的利益处于较平衡的状态来提高效率。具体说,第一,公平通过维护一定的利益关系格局为经济效率的提高创造良好的社会条件;第二,通过改变不合理的利益关系为经济效率的提高扫除障碍;第三,通过建立新的利益关系促进效率的更大提高。同时从公平作用于生产力各要素(劳动者、劳动资料、劳动对象、科技)和生产关系各要素(生产资料所有制、生产中的地位和相互关系、产品的交换、分配和消费)这一新颖的角度具体论述公平如何对效率起作用。对公平如何作用于效率的研究,有助于人们更加清楚地在把握公平和效率辩证关系的基础上,并针对现实生活中的问题找到有利于共同富裕的价值选择,使公平和效率在相互冲突和协调动态平衡中逐步走向更高层次、更高水平的逐渐融合一体,使社会在保证效率的前提下保持公平和正义。目前我国处于经济快速发展时期,社会贫富差距已快接近人们心理承受最底低限,应当更加注重社会公平,调动大多数的劳动积极性和保持人们的心理平衡感,维护社会稳定,保证社会公平有序发展。基于公平对效率产生作用的机制和具体途径的分析,针对我国现实情况笔者提出了相应的三点对策:建构合理的利益分配格局,激发社会成员劳动积极性;建构平等、公正、和谐的人际关系,为经济效率的提高提供良好的社会环境;提供公平合理、机会均等的竞争环境,引导社会资源配置更加合理。希望通过这三方面的努力能使社会在保证效率的前提下更好地保持公平和正义,能加快构建社会主义和谐社会的步伐。
[Abstract]:The discrimination of the principle of "giving priority to efficiency and giving consideration to fairness" makes fairness and efficiency once again become a hot topic and a hot topic in today's society. The number of articles on fairness and efficiency is never excessive. It is agreed that fairness plays an important role in promoting efficiency and is the power source of efficiency. However, the theoretical circle has not paid attention to the two important questions of why equity can promote efficiency and what way fairness can play to promote efficiency. So far, it has not carried out scientific and detailed argumentation. I try to sort out and analyze the mechanism of promoting efficiency from the perspective of philosophy, so as to further advance the theoretical research in this field, and do a little for the construction of a fair and just socialist harmonious society. Taking historical materialism as the basic research method, this paper, on the premise of clearly defining the connotation of fairness and efficiency and discriminating the dialectical relationship between fairness and efficiency, points out clearly for the first time that fairness is through evaluation. After measuring the interest relationship between people and making corresponding coordination, the interests of all people are in a more balanced state to improve efficiency. Specifically, first, fairness creates good social conditions for the improvement of economic efficiency by maintaining a certain pattern of interest relations; second, removing obstacles to the improvement of economic efficiency by changing unreasonable interest relations; third, Promote greater efficiency by establishing new interest relationships. At the same time, from the perspective of fair play on various elements of productive forces (workers, labor materials, objects of labour, science and technology) and production relations (ownership of means of production, status and mutual relations in production, and exchange of products), Distribution and consumption) this novel angle specifically discusses how equity plays an important role in efficiency. The study of how equity works on efficiency will help people to find out the value choice in favor of common prosperity on the basis of grasping the dialectical relationship between fairness and efficiency, and aiming at the problems in real life. Make the fairness and efficiency in the conflict and coordination of dynamic balance gradually to a higher level, a higher level of gradual integration, so that the society in the premise of ensuring efficiency to maintain fairness and justice. At present, our country is in the period of rapid economic development, and the gap between the rich and the poor is approaching the lowest limit of people's psychology, so we should pay more attention to social equity, arouse the enthusiasm of most labor and maintain people's sense of psychological balance, so as to maintain social stability. To ensure fair and orderly social development. Based on the analysis of the mechanism and specific approaches of fairness to efficiency, the author puts forward three corresponding countermeasures in view of the reality of our country: to construct a reasonable pattern of distribution of interests, to stimulate the labor enthusiasm of social members, to construct equality and justice. Harmonious interpersonal relationship provides a good social environment for the improvement of economic efficiency, a fair and reasonable competitive environment with equal opportunities, and leads the allocation of social resources to be more reasonable. It is hoped that through the efforts of these three aspects, the society can better maintain fairness and justice on the premise of ensuring efficiency, and speed up the pace of building a harmonious socialist society.
