利益博弈视角下的生态补偿机制协调路径——以苏南地区为例

【摘要】：随着经济的飞速发展,生态环境危机日益严重,生态建设刻不容缓,而作为我国经济发展重镇的苏南地区在生态建设方面也作了有益的尝试。生态补偿作为生态建设中的利益协调机制,其工作成果对生态环境保护治理成效有重要的影响。从生态补偿利益博弈的视角出发,在对生态补偿中各利益方的博弈行为及其利益诉求进行分析的基础上,针对苏南地区在生态补偿工作中存在的权利回应机制缺失、融资手段单一、监管机制简陋等一系列问题进行的分析表明,通过包括受偿者利益反馈机制、市场交易平台在内的权力回应机制的构建,市场调控手段的采用和市场机制的建设,监管体制以及国家和地区生态补偿法律体系的建立和完善来实现在生态补偿决策、运行、管理三个层面各利益主体间的交流和相互制约,有利于构建完善的生态补偿利益平衡机制,而群众环境保护意识和生态维权意识的增强则是生态补偿制度得以顺利运行的社会基础和根本保障。
[Abstract]:With the rapid development of economy, the ecological environment crisis is becoming more and more serious, ecological construction is urgent, and the south of Jiangsu province, as the important economic development town of our country, has also made a beneficial attempt in the aspect of ecological construction. As the benefit coordination mechanism in ecological construction, ecological compensation has an important impact on the effectiveness of ecological environmental protection and governance. From the perspective of ecological compensation interest game, based on the analysis of the game behavior and interest demands of various stakeholders in ecological compensation, this paper aims at the lack of right response mechanism in the ecological compensation work in southern Jiangsu. The analysis of a series of problems, such as single financing means, simple supervision mechanism and so on, shows that the power response mechanism, including the feedback mechanism of the payee's interests and the market trading platform, is constructed. The adoption of market control means, the construction of market mechanism, the establishment and perfection of supervision system and the legal system of national and regional ecological compensation are used to realize the decision and operation of ecological compensation. Management of the three levels of the exchange and mutual restriction between the main interests, is conducive to the construction of a sound ecological compensation interests balance mechanism, The enhancement of the consciousness of environmental protection and ecological protection of the masses is the social foundation and fundamental guarantee for the smooth operation of the ecological compensation system.
