流域生态补偿标准核算方法比较

【摘要】：根据我国流域生态补偿实践的3种类型,即跨界流域生态补偿、跨界流域污染赔偿与水源地保护生态补偿,将我国流域生态补偿标准核算方法总结为跨界断面水质水量生态补偿和水源地保护的生态补偿2种方法。通过对已有实践和研究方法的总结,分析各种核算方法的内涵和特征,认为跨界断面水质水量生态补偿标准核算方法适用于水体污染严重和跨界影响问题突出、上下游经济发展差距不大的流域,水源地保护的生态补偿标准核算方法适用于上下游经济发展水平差距较大的水源地区域。
[Abstract]:According to three types of watershed ecological compensation in China, namely, transboundary watershed ecological compensation, transboundary watershed pollution compensation and water source protection ecological compensation. The standard accounting method of watershed ecological compensation in China is summarized as ecological compensation of water quality and quantity of cross section and ecological compensation of water source protection. Based on the summary of existing practice and research methods, the connotation and characteristics of various accounting methods are analyzed. It is considered that the standard accounting method of ecological compensation for water quality and quantity of transboundary cross-section is suitable for serious water pollution and the problem of transboundary impact is prominent. The ecological compensation standard accounting method of water source protection is suitable for the water source areas where the economic development level of upper and lower reaches is large.
