湖北民生福利的演变趋势与政策启示

【摘要】：随着湖北民生问题的凸显,湖北继续保持目前经济发展的跨越态势,需要量化民生福利的演变趋势、结构变化及其与经济发展的相互关系,以便采取针对性的措施建议。文章依据消费—福利的框架,构建2个一级指标、5个二级指标、14个三级指标、36个四级指标的湖北民生福利的测算指标体系,然后使用1978～2010年湖北统计数据,分析湖北民生福利的演变趋势、结构变化以及与经济发展之间的差距。研究结果显示:(1)改革开放三十多年来民生福利是上升的,但上升幅度远小于经济发展速度;(2)湖北的民生福利的提高主要力量来自于精神消费所带来的福利增加;(3)湖北的生活消费条件的改善对湖北民生福利的调节作用明显。
[Abstract]:With the protruding of Hubei people's livelihood problems, Hubei continues to maintain the leapfrogging trend of economic development at present. It is necessary to quantify the evolution trend of people's livelihood and welfare, structural changes and their relationship with economic development in order to take targeted measures and suggestions. According to the framework of consumption-welfare, this paper constructs a measuring index system of Hubei people's livelihood and welfare based on two first-class indexes, five second-class indexes, 14 third-class indexes and 36 fourth-grade indexes, and then uses the Hubei statistical data from 1978 to 2010. This paper analyzes the evolution trend, structural change and the gap between Hubei people's livelihood and welfare and economic development. The results show that: (1) the welfare of people's livelihood has been on the rise since the reform and opening up for more than 30 years. But the rising range is much smaller than the economic development speed; (2) the main force of the improvement of the welfare of the people's livelihood in Hubei comes from the increase of the welfare brought by the mental consumption; (3) the improvement of the living and consumption conditions of Hubei has a significant regulating effect on the welfare of the people's livelihood in Hubei.
