我国区域碳交易市场发展的困境与出路——基于资金配置效率视角

【摘要】：区域碳交易市场作为我国发展低碳经济和提高减排效率的重要工具,有效发挥其资金配置功能对促进区域低碳经济发展和交易市场自身发展具有双重意义。从资金配置视角分析,由于我国CDM项目定价权缺失、碳金融创新不足以及区域限制导致的市场主体减排成本差异小等原因,我国区域碳交易市场在发挥国际、国内融资潜力和优化市场资金配置效率等方面存在不足。当下加强机制创新、促进区域市场间的合作是我国区域碳交易市场的必要选择。
[Abstract]:Regional carbon trading market is an important tool to develop low-carbon economy and improve the efficiency of emission reduction in China. It is of dual significance to promote the development of regional low-carbon economy and the development of trading market by effectively exerting its function of capital allocation. From the perspective of capital allocation, because of the lack of pricing power of CDM projects in China, the lack of carbon finance innovation and the small difference in emission reduction costs caused by regional restrictions, China's regional carbon trading market is playing an international role. There are shortcomings in domestic financing potential and optimization of market capital allocation efficiency. Strengthening mechanism innovation and promoting cooperation among regional markets are the necessary choices in China's regional carbon trading market.
