重读《论住宅问题》——恩格斯的住房观及其启示

【摘要】：在恩格斯看来,城乡对立是由农业社会向工业社会转变时期城市住房短缺的根本原因;客观唯心主义者普鲁东和萨克斯认为让工人拥有所住的住房所有权,不仅仅是一种空想,而且在本质上是维护小资产阶级和大资产阶级利益的;租金只是房屋所有者持有房屋成本价格及利息的补偿,房屋出租者收取租金谈不上有违公平;住房问题只是一个商品问题、经济学问题,与法律、道德无关。当前中国住房改革目标不能追求人人拥有所住的住房所有权;政府把住房以低价卖给或无偿送给私人是以侵占其他公民的权利为前提的,有违公平。
[Abstract]:In Engels' view, the opposition between urban and rural areas is the root cause of the shortage of urban housing in the transition period of the agricultural society to the industrial society. Moreover, in essence, the interests of the petty bourgeoisie and the big bourgeoisie are maintained; the rent is only the compensation of the price of the house cost and interest held by the owner of the house, the rent of the house lessor is not inconsistent with fairness; the housing problem is only a commodity problem, an economic problem, and a law, Morality is irrelevant. The current goal of China's housing reform is not to pursue the ownership of housing owned by all; the government sells housing at a lower price to or without compensation for the right to encroach on the rights of other citizens, contrary to fairness.
