绿色气候基金基于特别提款权的融资构想评析

【摘要】：2011年世界气候大会已经启动绿色气候基金的运作,就绿色气候基金融资问题,国际货币基金组织职员报告提出了基于特别提款权的融资构想:将特别提款权作为基金的储备资本,再借助世界银行发行绿色证券以调动私人资本资源,同时要求发达国家提供财政补贴资源,以满足基金长期稳定的融资目标。虽然对此融资构想还存在许多质疑,但是其创新性和可行性不容忽视,未来基金的创建和运作可以考虑借鉴。
[Abstract]:The 2011 World Climate Conference has launched the Green Climate Fund to finance the Green Climate Fund, The IMF staff report presents a vision for financing based on SDRs: SDRs as the reserve capital of the Fund and the World Bank issuing green securities to mobilize private capital resources. At the same time, developed countries are required to provide financial subsidy resources to meet the fund's long-term and stable financing targets. Although there are still many doubts about the concept of financing, but its innovation and feasibility can not be ignored, the establishment and operation of future funds can be considered for reference.
