【摘要】:近年来,随着我国社会进步与经济发展,提高城市公交服务的要求日益增长,公交服务可靠性问题一贯是公众关注的焦点。城市公共交通的服务可靠性与人们的生活水平息息相关,公交服务可靠性是公交服务质量的重要体现,也是居民出行选择交通方式时考虑的关键因素,乘客出行的需求、公交企业利益的竞争和城市经济可持续发展都迫切要求可靠的公交服务,提高公交服务的可靠性有利于提升公交服务质量,提升公交吸引力,缓解城市所面临的交通拥堵、空气污染等问题,有效促进交通与社会经济的和谐发展。从国外的实践看,公交优先是有效解决城市交通问题的根本途径。公交优先作为城市交通政策的核心,为了实现其持续实施,在不同的发展阶段具有相应的发展目标,依据目标采取合适的策略和措施。本文以城市公交为对象,研究城市公交服务可靠性指标体系及评价方法。论文首先阐述了系统可靠性理论,提出了城市公交服务可靠性的定义。在此基础上,依据城市公交服务目标和服务质量的要求,从乘客和公交企业两个角度分析了影响公交服务可靠性的具体影响因素,提出了城市公交服务可靠性评价指标构建的目的及原则,结合公交服务可靠性指标体系的特点,提出了基于物元分析法公交服务可靠性指标体系的评价方法,并采用熵权法及层次分析确定评价指标的权重。最后以长沙市公交发展为背景,对长沙市公交服务的可靠性进行了实例分析。结果显示长沙市公交服务服务可靠性较高,与现状评价符合。本文的研究成果对城市公交可靠性合理评价,提高城市公交服务质量的服务水平具有一定的理论和实际意义。
[Abstract]:In recent years, with the progress of our society and the development of economy, the demand for improving urban public transport service is increasing. The problem of bus service reliability has always been the focus of public attention. The reliability and service life of the people of city public traffic level is closely related to transit service reliability is an important manifestation of the quality of public transport services, is the key factor to consider the choice of traffic travel mode, passenger travel demand, the interests of the public enterprises competition and city economic sustainable development is an urgent need to reliable bus services, improve the reliability of bus service is conducive to enhance the quality of public transport services, to enhance the attractiveness of public transport to ease the city facing traffic congestion, air pollution and other issues, effectively promote the harmonious development of social economy and traffic. From the practice of foreign countries, bus priority is the fundamental way to effectively solve the problem of urban traffic. Bus priority is the core of urban transport policy. In order to achieve its sustainable implementation, there are corresponding development goals in different stages of development, and appropriate strategies and measures should be taken according to the objectives. Taking urban public transportation as the object, this paper studies the reliability index system and evaluation method of urban public transport service. The thesis first expounds the theory of system reliability, and puts forward the definition of the reliability of urban public transport service. On this basis, according to the city bus service targets and service quality requirements, from the two angles of the passengers and bus companies and analyzes the influence factors of the specific impact of transit service reliability, put forward the purpose and principles of constructing the evaluation index of city bus service reliability, combined with the characteristics of public service reliability index system, put forward the evaluation matter-element analysis the method of transit service reliability based on index system, and method and AHP to determine the weight of evaluation index by entropy. At last, taking the development of Changsha bus as the background, the reliability of Changsha bus service is analyzed. The results show that the service reliability of Changsha bus service is high, which is in line with the current situation evaluation. The research results of this paper have a certain theoretical and practical significance to the rational evaluation of urban public transport reliability and to improve the service level of urban public transport service quality.
