【摘要】:政府投资是宏观经济调控的重要手段,是政府实施经济管理职能的重要方式,公共项目一直都是我国政府投资的重点,为了进一步提高政府投资建设项目的建设管理水平,改革投资项目管理方式,理顺政府投资项目建设中政府的地位和职能关系,合理确定建设主体,提高政府投资的效率和效益,国家推行出“代建制”经营模式。国家“十二五”规划中加大了全社会交通固定资产投资,自新疆交通运输厅的数字表明:2011年至2013年,新疆在建高速公路3933公里,其中代建高速公路1933公里,占49%。2013年新疆共完成交通固定资产投资352亿元,其中代建项目完成226.76亿元,占近65%。由此可以看到针对个别省份的公路建设管理力量不够,大规模高速公路建设经验不足的情况,“代建制”模式依然被当作首选。在当前情况下,如何建立一套科学、有效的工程项目代建制绩效评价指标体系,同时对代建的工程项目实施过程和效果进行评价,确保代建项目处于可控状态,并且根据评价结果对代建单位实施有效的激励和惩罚措施,关系到工程项目代建制实施能否取得成功。本文以我国公路工程“代建制”经营模式绩效评价为选题,在参考国内外相关研究成果基础上,对选题的必要性和可行性进行分析,采用网络DEA方法,建立了相应的绩效评价指标体系。选取8个公路工程代建制项目(决策单元)作为评价对象,收集各决策单元的评价指标数据,并对所有数据进行指标的量纲统一,将量纲统一后的数据代入两阶段网络DEA模型,从而得出8个决策单元的第一阶段和第二阶段的技术效率(CRS)、纯技术效率(VRS)、规模效率(SE),对两个阶段的效率值进行对比分析,从而找出分别导致两个阶段的经营绩效低下原因,并提出不同阶段的相关改善建议。与传统DEA效率结果相比看出网络DEA方法更适用与公路工程代建制经营绩效评价。
[Abstract]:Government investment is an important means of macroeconomic regulation and control, is an important way for the government to implement economic management functions, public projects have been the focus of our government investment. In order to further improve the level of construction management of government investment and construction projects, reform the management of investment projects, straighten out the position and function of the government in the construction of government investment projects, and rationally determine the main body of construction. To improve the efficiency and efficiency of government investment, the state has implemented the "agent system" mode of operation. In the "12th Five-Year Plan", the state has increased the investment in fixed assets of the whole society. Figures from Xinjiang Traffic and Transportation Department show that from 2011 to 2013, 3, 933 kilometers of expressway is under construction in Xinjiang, of which 1933 kilometers of highway is under construction. The total investment of transportation fixed assets in Xinjiang was 35.2 billion yuan, of which twenty-two billion six hundred and seventy-six million yuan was completed on behalf of the construction project. From this, we can see that the highway construction management strength is not enough for individual provinces, and the large-scale expressway construction experience is not enough, the "agent system" model is still regarded as the first choice. How to set up a set of scientific and effective performance evaluation index system of engineering project construction system, at the same time to evaluate the implementation process and effect of the construction project, to ensure that the agent construction project is in a controllable state. And according to the evaluation results of the agency to implement effective incentives and penalties. Related to the success of the implementation of the project agent system. This paper based on the performance evaluation of the "agent system" management model of highway engineering in China, on the basis of reference to the relevant research results at home and abroad. This paper analyzes the necessity and feasibility of selecting the topic, establishes the corresponding performance evaluation index system by using the network DEA method, and selects 8 highway engineering agent construction projects (decision making units) as the evaluation objects. The evaluation index data of each decision making unit are collected, and all the data are unified in dimension, and the data after dimensionality unification are substituted into the two-stage network DEA model. Thus, the technical efficiency of the first and second stages of the eight decision making units is obtained. The technical efficiency of the eight decision-making units is compared with that of the technical efficiency in the first and second stages, the pure technical efficiency and the scale efficiency are compared and analyzed. In order to find out the causes of the two phases of the low performance of the operation. Compared with the traditional DEA efficiency results, the network DEA method is more suitable to evaluate the performance of highway engineering agent management.
